IT Software Applications Supervisor

Summary: Under direction of the Information Technology (IT) Director, the IT Software Applications Supervisor is responsible for overseeing the daily operation of the applications support team. This position will be responsible for setting priorities and driving projects related to personnel responsible for business system applications. This position also ensures applications are meeting business requirements and goals; and that end-user requirements are fulfilled. The IT Software Applications Supervisor assists staff in evaluating, installing, configuring, and deploying applications; and works with staff to enhance existing applications throughout the enterprise. Incumbent will be expected to work in conjunction with other IT functional teams to complete assigned projects successfully and efficiently.

Essential duties and responsibilities may include, but are not limited to, the following:

 

Supervises daily activities and provides leadership to the Software Applications team. Supports and guides Software Application Administrators through the interaction with users, identification of pertinent training opportunities, and maintaining relationships with other IT personnel.

 

Principal Duties/Responsibilities:

  • Supervises, directs, and evaluates assigned staff; processes employee concerns and problems; directs work; counsels; disciplines; and completes employee performance evaluations.
  • Works with the IT Director and other IT Management to evaluate applications under consideration for purchase and provides necessary recommendations.
  • Develops, coordinates, and promotes the effective functioning of problem management activities within the Applications team.
  • Contributes to the planning of application/infrastructure releases and configuration changes.
  • Interacts with internal teams and external third party vendors to trouble shoot and resolve complex problems.
  • Manages technology projects, upgrades, and initiatives.
  • Coordinates resources from various other departments/divisions.
  • Participates in vendor meetings and the management of vendor relations.
  • Designs appropriate metrics for reporting on key performance and quality indicators and provide trend analysis.
  • Develops and maintains documentation/disaster planning for critical applications.
  • Acts as a technical resource for internal and external projects.
  • On call 24 hours a day to resolve application failure and work maintenance windows.
  • Performs maintenance functions as necessary.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: Bachelor's Degree in Information Systems, Computer Science or related field. Minimum of five (5) years' progressively responsible experience in information technology, which includes two (2) years of business application system support and two (2) years supervisory experience OR equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

  • Thorough working knowledge of multiple programming languages, multiple database management systems, multiple development platforms, and systems integration
  • Responds promptly to customer needs; takes a customer-centric approach to problem solving; solicits customer feedback to improve service; responds to requests for service and assistance; meets commitments; manages difficult or emotional customer situations
  • Identifies opportunities and implements solutions to improve efficiency and reduce waste
  • Focuses on solving conflict; maintains confidentiality; listens to others without interrupting; keeps emotions under control; remains open to others' ideas and tries new things
  • Leads initiatives to develop solutions and processes to meet needs; identifies unique innovative approaches
  • Prioritizes and plans work activities; sets goals and objectives; uses time efficiently; communicates activities and results as appropriate
  • Works independently; occasionally participates in reviews of assigned and completed tasks
  • Reviews and recommends equipment, resources and software; may assist with development or preparation of department level budget; may initiate purchasing
  • Identifies required resources; trains, schedules and monitors resources; may participate in hiring
  • Fixes and develop changes to applications to meet functional and technical designs following best practices and development standards and guidelines

  • Engages with business analysts and stakeholders to understand functional requirements, and contributes to completion of functional specifications documentation
  • Knowledge of Local and Wide Area Networks.
  • Assists in interviewing and training new hires
  • Ability to supervise, assess staff skill levels and assign work appropriately; along with the ability to motivate team efforts to accomplish goals.
  • Proficient in the creation of automated tasks using built-in Windows scripting functionality.
  • Ability to communicate effectively to senior, managerial and technical levels and clearly present. technical approaches related to resolving business issues with technology.
  • Ability to communicate clearly and concisely, both verbally and in writing about technical subjects to non-technical users in a manner in which they can easily understand.
  • Ability to prioritize and self-manage assignments, tasks and projects with minimal guidance. 

License and certification requirements: A valid Texas State Driver's License is required. Professional IT certifications are desirable. Appointment will be conditional upon successful completion of FBI criminal background fingerprint check in accordance with Criminal Justice Information System (CJIS) standards. Must carry a cell phone 24 x 7 for emergency communication needs.
