Solid Waste Collection Supervisor

 Summary: Under basic supervision, schedules, coordinates, plans and supervises the daily activities of Public Works Department (PWD) solid waste collection work crews; sets priorities and allocates labor, vehicles and equipment for daily work; assures quality of work performed and verifies that vehicles, equipment and tools are used in compliance with all safety regulations and standard procedures.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Supervises work crews performing solid waste collection activities; plans and schedules staff, equipment, and materials required to meet job demands and complete work projects to meet PWD standards; assures that all safety rules, regulations, and PWD policies are observed on the job site.
  • Supervises and reviews the work of assigned starff; assigns work duties and routes; prioritizes and assigns special projects; trains staff; develops skills and conducts performance evaluations; works with employees to correct performance deficiencies.
  • Reviews, approves, and summarizes daily activity reports, material and equipment usage reports.
  • Performs a variety of administrative activities including employee scheduling, payroll reporting, and work activity reports; maintains inventories and assures that adequate materials, supplies and tools are available.
  • Processess and prioritizes requests for services, investigates complaints, and resolves concerns of City employees and community residents.
  • Operates and maintains a variety of trucks and heavy equipment; repairs equipment as needed and manages equipment and vehicle repairs; coordinates the inspections of vehicles and equipment; identifies and reports mechanical problems requiring additional repair.
  • Supervises crews during emergency events; performs special tasks for public safety and property protection.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids and reports unsafe acts, conditions, accidents and injuries.
  • Supports the divisional operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: High School Diploma or GED Equivalent required; AND four years of solid waste collection experience, including lead worker experience, preferably with the City of Odessa.

Knowledge of: 

  • Principles, practices, and equipment used in collection and disposal of refuse.
  • Operation, maintenance, and repair standards for heavy equipment and specialized vehicles.
  • Federal and state safety rules and regulations, including OSHA, Manual on Uniform Traffic Control Devices (MUTCD), and TX-DOT protocols and safety standards in hazardous traffic environments.
  • Traffic laws and rules for vehicle and equipment operation on public streets.
  • City geography, traffic patterns, streets, landmarks, and PWD facility locations.

Skill in:

  • Using initiative and independent judgment within established procedural guidelines
  • Supervising staff, delegating tasks and authority, and evaluating staff performance.
  • Identifying and resolving maintenance, safety, and mechanical problems.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing standard and specialized software.
  • Using specialized tools and heavy motorized equipment to perform solid waste collection work.
  • Establishing and maintaining effective working relationships with co-workers and the public.
  • Effective verbal and written communication.

License and certification requirements: A Texas State Class B CDL is required. Municipal Solid Waste (MSW) Operator/Facility Supervisor license from Texas Commission on Environmental Quality is required or ability to obtain within two years of employment.

Physical demands and working environment: Work is performed indoors, outdoors, and at City facilities; requires moderated physical efforts, and the ability to bend, reach, stoop and lift objects; may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed, including use of safety equipment and protective gear. City approved safety shoes must be worn.
