Job Description

Summary

 

Under general direction of the City Manager, functions as second administrative officer for administration of assigned areas of responsibility and all City administration as assigned in the absence of the City Manager. Provides administrative guidance to assigned departments, assists with budget development and administration, monitors internal controls and coordination of City programs.  Assists in the development and presentation of long and short-term strategic plans to meet organizational and development needs of the City.  Actual departments assigned will depend on the chosen candidate’s background and experience.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.
 

Essential Job Functions & Other Important Duties

Essential Job Functions:

  • Provides administrative assistance and support to the City Manager and the City Council. Assists the City Council in responding to inquiries and/or requests for information from citizens.
  • Assists with development of the City’s strategic plan through input from the City Council, the City Manager, community organizations, private citizens, department heads, and employees.
  • Consults and directs assigned department directors in solving administrative problems, developing and implementing changes in organization or procedures, to meet City goals.
  • Reviews applicable Federal, State and City laws, ordinances and regulations for compliance, and makes recommendations to appropriate departments where non-compliance issues arise or to develop and implement new ordinances and regulations to enhance, update, modify or clarify existing ordinances.
  • Assists with development and coordination of city affairs with Federal, State and local agencies, civic and private groups and citizens.
  • Serves on the senior staff team reporting directly to the City Manager.  Provides advice as to the City’s management direction.
  • Meets with the business community, citizens, and/or other interested parties to discuss needs and related problems or issues.  Ability to provide information and assistance to civic groups dealing with specific problems that impact the City’s welfare.
  • Reviews and prepares reports and studies.  Makes presentations and recommendations on a wide variety of administrative or management policies in support of organizational goals, priorities, and strategic initiatives.
  • Evaluates and advises long range planning for new programs/strategies and regulatory action’s impact on the attraction, motivation, development and retention of employees.
  • Maximizes employee resources through focus on strategic planning, financial resource allocation and management policies and procedures.
  • Identifies areas of improvement through participation and involvement with City Council, Boards, Commissions, and Committees.
  • Provides overall direction and facilitation of multiple departmental operations.
  • Evaluates performance within assigned City departments, program categories and/or services to ensure prompt, efficient and effective service delivery. Provides direction and guidance to assigned areas, which includes budget administration, policy direction, strategic planning and/or other related areas.
  • Oversees the direction of applicable City departments with other government entities and/or contracted agencies. Confer with Directors and staff to review, plan, and discuss policies, programs, strategies, and/or other issues of concern.
  • Oversees and facilitates all comprehensive City communication issues and projects in the absence of the City Manager.
  • Administers approved budget through appropriate internal controls and provides technical assistance and advice regarding revenue, expenditures, appropriations, allotment control, supplemental requests and the sale of bonds.
  • Promotes City programs, activities, services and business opportunities in order to increase economic development opportunities.
  • Provides training and development opportunities for assigned city staff through attendance at seminars and conferences.

 

Other Important Duties:

  • Performs duties specified in the City Charter, City policies and procedures or as required by the City Manager.
  • Travels to attend meetings, conferences and training.
  • Performs other related duties as assigned.
     

Job Requirements

Required Knowledge and Skills:

  • Knowledge of the principles and practices of City management/administration including:  budgeting, economic development, fiscal management, project management, planning, and re-development as related to similar size and growth municipalities.
  • Knowledge of federal, state, and local laws, rules, and regulations pertaining to local government operations
  • Knowledge of City Charter, policies and procedures.
  • Knowledge of public relations and customer service methods, practices and techniques.
  • Knowledge of principles and procedures for developing goals, objectives, and management plans.
  • Ability to analyze a variety of complex administrative and organizational problems to make sound policy and procedural recommendations.
  • Skill in planning, developing and implementing City policies, procedures and objectives.
  • Ability to promote City’s mission, goals, and objectives in accordance with the Strategic Plan.
  • Skill in effectively directing, supervising and delegating duties to director level staff.
  • Skill in negotiating, mediating, and resolving citizen complaints and concerns.
  • Skill in planning, organizing, coordinating and directing complex projects.
  • Excellent communication skills both written and orally including preparation and presentation of technical reports and materials to City Council and various entities.
  • Skill in networking with internal/external administrative officials at the federal, state and local levels as well as private and public entities.
  • Skill in developing and maintaining cooperative working relationships with City Council, City management, business partners, employees, and citizens.
  • Knowledge of computers and related equipment, hardware and software.

Minimum Education and Work Experience

Bachelor's degree in Business Administration, Public Administration, or a related field, and five (5) to seven (7) years of progressively responsible experience in municipal and/or other government administration, or in the private industry.  Equivalent combinations of education and experience will be considered.

 

  • Must have and maintain a valid Texas Driver’s License.

 

Preferred Education, Experience, and Certifications:

Master’s Degree in Business Administration, Public Administration or related field, and five (5) years municipal government experience, three (3) years of which is in a managerial or supervisory role; or equivalent combination of education and experience.

  • Work is performed in an office setting.
  • May be subject to repetitive motion such as typing, data entry and vision to monitor.
  • May be subject to extended periods of standing and sitting during presentations or attending public and special events.
  • May be subject to exposure to extreme weather conditions when attending public events.
  • May work extended hours, evenings and weekends.


Equipment and Tools Utilized:

  • Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment and City vehicles.


Conditions of Employment:

Must pass a pre-employment drug screen and/or physical exam.  Must have and maintain a satisfactory driving record.
