SALARY DISCLOSURE/GENERAL DESCRIPTION

PASCO COUNTY DESCRIPTION: Pasco County has an outstanding opportunity for one of its key Senior Leadership positions. With over $1.1 billion in new construction this past year, Pasco County is one of the fastest growing counties in the nation.  In the last year, Pasco County has issued over 3,600 new single family home permits and a total of approximately 54,000 total permits department wide, an 8% increase over the previous year. From a Land Use Planning perspective, the County has five distinct Market areas, each of which is the size of a major metropolitan area.

Located within the Tampa Bay area on the west central coast of Florida, the county is just north of Tampa and Clearwater. The county covers 745 square miles, including 20 miles of shoreline. The blend of open spaces, in close proximity to the modern conveniences of our many vibrant communities, are qualities that help Pasco County stand out from other areas in the Tampa Bay region. Branded Florida's Sports Coast, Pasco County offers a work-life balance for its residents including many parks and trails, golf courses, preserves and artificial reefs. GENERAL DESCRIPTION: This highly responsible leadership role is responsible for managing the County's Development Services branch and is a critical member of the County's Executive team. The successful candidate will serve as a member of the core team of leaders who work together to serve the citizens and businesses of Pasco County in the most effective way possible.  Major departments within the branch include Building Construction Services (central permitting, building inspections); Planning & Zoning (transportation planning/MPO, current planning, long-range planning, zoning & intake); Code Enforcement; and Economic Growth. The incoming Assistant County Administrator (ACA) will oversee just under 300 employees and an operating budget of approximately $39M. The successful candidate will also have a vision for creating growth which produces well-paying jobs and have a commitment to efficient and effective service delivery.

This position is being recruited to replace an incumbent who is planning to retire. The first review of applications will occur November 15th so the incoming ACA will have the opportunity to work alongside the outgoing ACA to assure a smooth transition.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES:  All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
 

 

 Essential Job Functions:
  • Oversees the implementation of the county's strategic plan by managing the day to day operations and services of Development Services by setting the vision and framework that enable departments to successfully deliver program based services. 
  • Serves as the conduit for successful communication across the branch by serving as a liaison between County Administration and department heads and setting appropriate policies and procedures. Supervises department/division employees through department heads. Evaluates performance of Department and Division heads within the Branch and reviews and approves Department head recommendations for hiring, discharge, promotion, transfers, and personnel actions. 
  • Attends all regular meetings of the Board of County Commissioners and directs the preparation and presentation of agenda items to the Board for possible action. Ensures compliance with Board policies and all relevant laws and regulations. 
  • Serves as advisor to the Planning & Development Department and liaison between staff and the Planning Commission for review and approval of major development activity. 
  • Reviews and approves departmental budget proposals prior to their final processing.  Assists County personnel in evaluation of programs under their authority to reduce and control operating costs and/or increase efficiency in a manner consistent with the level of service to be provided per the policy direction of the Board. 
  • Guides departmental long-range plans (such as the comprehensive plan and MPO (Regional Transportation Plan) based on regulatory criteria, and incorporation of the Board's Strategic Plan. 
  • Ensures that departmental Business Plan Initiatives appropriately link to long term efforts.
  • Coordinates and participates in management improvement programs.  Researches, evaluates, and designs management business practices and reporting systems for improving and measuring the effectiveness of systems, departmental operations and delivery of services and programs.  Conducts analysis and prepares reports as appropriate.
  • Confers with department heads and other management personnel to identify solutions that will satisfy the customer's requirements. Assists department heads in the development, implementation and maintenance of procedures and management techniques designed to facilitate production, quality control, and work measurement programs that will ensure performance excellence.  Reviews and approves changes to major service delivery process and operating procedures prior to adoption and implementation.
  • Performs related work as required.

 

 Knowledge, Skills and Abilities:
  • Knowledge of local governmental operations and practices. 
  • Knowledge of Florida Statutes as they relate to the operation of County government. 
  • Knowledge of Federal, State and private grants. 
  • Knowledge of the practices utilized in governmental budgeting and cost reduction. 
  • Knowledge of the principles of the Governor's Sterling Award process, Baldrige or other high performance organizational theories/systems. 
  • Knowledge of the techniques used in the operation of a large development services branch. 
  • Familiar with local government planning and zoning requirements and development order process. 
  • Knowledge of codes relating to land development and building construction. 
  • Knowledge of financing, planning, construction, and maintenance management.
  • Possess strong, innovative and visionary leadership and management skills in support of the County's commitment to its mission.
  • Ability to supervise the work of a large staff of professional, technical, clerical, semi-skilled, and unskilled employees. 
  • Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public. 
  • Ability to set a vision for the future. 
  • Ability to build a strong leadership team that is capable of implementing the vision and goals of the County. 
  • Ability to analyze and solve administrative problems. 
  • Ability to prepare and analyze operating procedures and administrative reports. 
  • Ability to represent the County in public speaking events.  
  • Possession of excellent customer service, leadership, and communication skills.
  • Experience in the most or all of the above referenced development services departments strongly preferred.
  • Registration as a Professional Engineer, Project Management Professional certification,  American Institute of Certified Planners certification,  or American Institute of Architects certification preferred.

 

 Minimum Requirements:
PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Master's degree in Business Administration, Public Administration, or related field is required. Ten (10) years of experience directing the work of a development services/planning department or branch. Ten (10) years of experience in progressively responsible supervisory positions with a minimum of five (5) years experience in public administration in an agency of comparable size or responsibility preferably in a City or County government.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid driver's license.
