OPEN UNTIL FILLED               PAY RATE DOE + Q                                                                       $82,480.00 - $104,897.00

Under general direction of the Director of Community Services, plans, organizes, coordinates, and directs the operations of the City library system, including branches; and provides services to residents of the City and to the region.  This position sets the vision for the Library; and utilizing strategic planning tools, implements the vision and goals for the organization.
 
SUPERVISION EXERCISED
 
Exercises direct supervision over supervisory, professional, technical, and clerical staff.

Examples of Duties:

Plan, organize, coordinate, administer, and direct the operation of a diversified City library system.
 
Establish divisional policies and procedures.
 
Formulate library materials selection and acquisition policies and standards.
 
Allocate resources between central and branch libraries.
 
Interpret objectives of projects, programs, policies, and procedures to library personnel, City officials, and the general public.
 
Prepare divisional budget; maintain budgetary controls.
 
Meet with and maintain effective relationships with governmental officials, Abilene Public Library Board, Texas State Library, Abilene Library Consortium members, and the public.
 
Supervise library personnel.
 
Develop long range objectives and plans; initiate implementation of developed plans and policies.
 
Prepare and present reports on library activities.
 
Prepare and administer grants and loans for library purposes.
 
Utilize automated system modules appropriate to a variety of functions including ILS (circulation, cataloging, serials, acquisitions, ILL), and electronic mail communications.
 
Perform data base searches, access and utilize resources on the Internet.
 
Oversee marketing and advertising of the library including Internet and social media.
 
City liaison with the Friends of the Library.
 
Serve on the Abilene Library Consortium Administrative Council.

QUALIFICATIONS:

Knowledge of:
 
Emerging trends in libraries and excellent interpersonal and communication skills are essential. The candidate must be dedicated to improving and expanding our programs and resources.
 
Principles, methods, and practices of public library administration.
 
Principles and practices of municipal budget preparation and administration.
 
Classification and cataloging techniques and practices.
 
Office management, practices, and equipment as related to a library.
 
Safe driving principles and practices.
 
Basic facility maintenance practice, emergency procedures for the safety of the public and staff, and facility operations.
 
Pertinent federal, state and local laws, codes and regulations governing library services, document and grant administration, and service to the public.
 
Skill to:
 
Operate audio-visual equipment including projection panel, overhead projector, and screen.
 
Operate various types of office equipment including computer equipment.
 
Learn and operate various computer software applications: NEOGOV, Kronos, CivicPlus, Citi card, OCLC, Sirsi/Dynix Workflows, Microsoft Office Suite, Lawson, Google, and other computer related applications as needed.
 
Ability to:
 
Plan, organize, direct, and coordinate the activities of a diversified library system in a manner conductive to full performance and high morale.
 
Ascertain the library needs of the community served and develop a library materials selection policy responsive to that need.
 
Communicate clearly and concisely, both orally and in writing.
 
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement programs in support of department goals.
 
Work independently and manage multiple projects while meeting deadlines.
 
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
 
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:
 
Experience:
 
Five (5) years of progressive library experience in a service institution with comparable demands and responsibilities including supervision of a professional staff, working directly with the public, working with governing boards or bodies is required.
Two (2) years in a supervisory or managerial experience is required.

Education/Training:
 
A master's degree in Library or Information Sciences from an ALA accredited college or university is required.
 
Minimum of two (2) years of experience in public library leadership, administration and management is preferred.
           
License or Certificate:
 
A valid Texas driver's license; the ability to obtain one within ten (10) days of employment, or a military waiver is required.
 
Special Requirements:
 
Essential duties require the following physical skills and work environment:
 
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and climb.

With or without accommodation, ability to lift and carry up to 30 pounds.

Ability to travel to different work sites.

Must be able to work flexible hours including evenings and weekends as needed.
