Job Summary

Under general direction, the Environmental Programs Manager is responsible for managing and administering key environmental programs related to Utility services, specific to the potable water system for backflow prevention and wastewater collection system for Fats, Oils and Grease (FOG) programs. Directly responsible for protecting the potable water system, wastewater collection system and treatment plants through program implementation and compliance with local ordinance in addition to State and Federal laws. The Environmental Programs Manager is responsible for delivering high quality service to utility customers, managing and reporting program activities, ensuring all safety procedures are followed, and other miscellaneous duties as assigned.

Essential Duties & Responsibilities

•Coordinate all requirements for each program, including issuance of compliance schedules and enforcement as needed.

•Conduct backflow, oil and grease inspections and maintain data base for each program in accordance to State and Federal laws.

•Respond to inquiries and complaints related to both programs.

•Participate in the development and implementation of programs goals, objectives, and policies.

•Manage and participate in the annual budget process for Environmental Programs.

•Review plans and drawings and provide input to the City’s Building Official for the construction and installation of backflow prevention devices and grease collections systems.

•Communicate with use sites where protection fixtures are necessary and follow-up to ensure that the appropriate fixtures have been installed.

•Manage, plan and develop education material for each program to the utility customers or community organizations using a regular schedule.

•Deliver monthly reports to the Deputy Utility Director or more frequent if needed; and provide updates for each program to management and other key members of leadership including the Public Works Director.

•Serve as the liaison for the Utility department to other divisions, departments, and outside agencies; interface with other agencies with which the City jointly operates; may represent the City at staff functions, meetings, and work groups; assist with negotiating and resolving sensitive and controversial issues.

•Attend and participate in professional group meetings; stay abreast of new trends, innovations and regulations in the field related to each program.

•Alert management when regulatory changes may impact the department operations and budget.

Minimum Qualifications

High School diploma or GED required. Some college preferred.
Two years of supervisory experience preferred.
Experience in reading maps, blueprints and engineering plans preferred.
Proficient in working with computers.
Must possess TCEQ issued Class C Wastewater Treatment Operator and Customer Service Inspection (CSI) licenses; OR be able to obtain and complete within two years from the date of hire in this position.
