Title: Senior Engineer - Water and Wastewater 
Position ID:  GP4304

Responsible for the use of initiative and independent judgment performing complex engineering functions that include: work in designing, planning, budgeting, selection and negotiations of outside consultants, overseeing work in support of construction, maintenance, alteration of structures, facilities, processes, equipment, and systems.  May plan, assign, and/or lead the work of others.

 
Essential Functions:
  • Provides management and oversight of the water and/or wastewater utility capital improvement program (CIP) by overseeing and directing activities performed by consultants, internal staff, resident project representatives, inspectors, and contractors for the purposes of design, construction, commissioning, and right-of-way acquisition. Provide technical oversight of project progress from design through completion. Develop cost opinions, track expenditures
  • Provides construction administration services by conducting meetings, reviewing contractor pay applications; drafts, evaluates, negotiates and recommends action on construction change orders, or other field changes; evaluates and prepares responses to requests for information; reviews and/or prepares record drawings
  • Coordinates with other 3rd party contractors, affected public agencies, utilities and other stakeholders
  • Reviews, understands, interprets, approves, processes, and/or seals complex plans/specifications/construction documents by applying typical standard of care in engineering practices and principles within the local and state regulatory requirements
  • Performs lead role in capital planning and budgeting of projects.
  • Leads the utility’s solicitation, selection and negotiation with outside consultants
  • Manages engineering projects that are technically complex, highly visible, priority projects or programs. These projects require a high level of technical proficiency as well as coordination and administrative responsibilities. May require the ability to coordinate the efforts of a multi-discipline, multi-agency project team to complete a defined assignment or CIP
  • Identifies, evaluates, and provides improvement recommendations with preliminary and final designs and design criteria for assigned program or projects that may be complex and non-routine. Aids in the preparation of preliminary and long-range plans, schedules, estimates, budgets, detailed final plans, specifications, special conditions and agreements.
  • Prepare engineering and feasibility reports and studies for projects. Prepares and or aids with preliminary contract documents, specifications and plans.
  • Conducts field observation of work done by contractors to ensure conformance with plans and specifications.
  • Researches and performs statistical analysis for validation of reports and publication of results in various communication formats
  • Plans and performs pilot studies to support process control changes
  • Develops standard operating procedures, policies, and ordinances for various contracts and/or projects. May provide analysis and recommendation of performance of various personnel assigned by contract or projects
  • Designs and maintains database systems for project and/or program areas.
  • Prepares and delivers presentations to public, public utility board, city council, or customers.
Additional Duties:

Minimum Qualifications / Acceptable Equivalency:

  • Bachelor of Science Degree in Engineering
AND
  • Licensed as a Professional Engineer in the State of Texas
AND
  • Seven (7) years directly related experience

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Conditions of Employment:
  • Must have a valid Class “C” Driver’s License prior to employment
  • Must pass a drug test, driver’s license check, and criminal history background check
 
Preferences:
  • Master’s degree in civil or environmental engineering
  • Municipal purchasing and procurement experience
  • Proficient with database spreadsheets and programs and computer modeling of distribution or collections systems
  • Water, wastewater, and drainage engineering experience
  • Experience in project management and capital planning
  • Experience with computers including the following types of software: Windows, spreadsheets, databases, presentation software, Info Asset Planner, Infowater, AutoCAD
