Job Description

Under limited supervision, establishes and administers the City's financial operations in areas such as grant fund management, cash management, financial report preparation, budget preparation, accounting, payroll, accounts receivable and accounts payable. Work is performed with wide latitude for the exercise of independent judgment and is reviewed by the City Manager for results obtained.

 

Job Responsibilities

Supervises, organizes and directs the City’s financial operations including but not limited to, accounting, budgeting, grant administration, and purchasing functions. Assigns work loads and establishes work schedules; directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; formulating, implementing and maintaining department policy standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; recommending and approving employee discipline, and recommending employee promotions, transfers, discharge and salary increases.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.

Develops, installs and maintains a successful City accounting and budget system based on accepted federal and state government accounting principles and practices; ensures that expenditures do not exceed budgetary appropriations. Analyzes present and future budgetary and cash flow concerns. Is responsible for the preparation of the Comprehensive Annual Financial Report, all financial statements, and annual budget for the City.

Ensures compliance with all federal, state and local laws in regards to financial matters. Informs the City Manager of any irregularities or financial problems.

Maintains responsibility for the proper investment and management of various funds and bonded indebtedness; ensures compliance of investment activities with policy requirements; monitors and evaluates investment performance; and stays abreast of laws and regulations governing municipal financing and capital strategies.

Oversees and maintains the City's financial systems including general ledger, payroll, revenue and expenditure accounting, and other basic financial systems.

Administers all financial policies, transactions and activities as approved by Council. Reviews and acts on all issues which impact financial, cash flow, personnel and other operations as requested by City Manager.

Evaluates alternatives for financing or refinancing of debt; works with financial advisers and bond counsel as required for the issuance of debt.

Maintains accounts of all municipal financial transactions; directs the preparation of State and Federal reports, including tax reports.

Acts as the principle financial adviser to the City Manager and City Council concerning, but not limited to, conditions of appropriations, extent of expenditures, and financial matters; researches various issues and prepares statistical analyses and schedules for comparison for the benefit of the City Manager, City Council and/or other agencies.

Prepares complex financial analyses; presents findings to the City Manager and elected officials; negotiates financial matters with financial institutions and other high level officials.

Formulates and supervises all accounting methods, procedures, forms and records.

Monitors the efficiency and accuracy of financial management computer systems.

Operates a computer, printer, calculator, fax machine, copier, telephone, etc.

PERIPHERAL DUTIES

Composes, inputs, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.

 

Knowledge, Skills and Abilities:

Education and Experience: -


(A) Graduation from an accredited institution with a Bachelor’s degree in accounting or financial management or related field, and

(B) Five (5) years of increasingly responsible related experience in government accounting and budgeting some of which have been in a supervisory capacity, or

(C) Any equivalent combination of education, training, or experience which provides the required knowledge, skills, and abilities to perform the essential job functions. Master’s Degree preferred.


Necessary Knowledge, Skills and Abilities:

(A) Considerable knowledge of governmental finance and accounting theory, principles and practices including in-depth knowledge and skill in the understanding and use of the standards and principles promulgated by Generally Accepted Accounting Principles (GAAP) and overseen by Government Accounting Standards Board (GASB); considerable knowledge of personal computers, electronic data processing and specialized financial software; considerable knowledge of internal control procedures and management information systems; considerable knowledge of public finance and fiscal planning; working knowledge of modern office practices and procedures.

(B) Skill in operating listed tools and equipment; skill in supervising personnel.

(C) Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to perform arithmetic computations accurately and quickly; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions.

Hiring Range: $89,772.80 - $115,356.80 annually, based on experience and qualifications.
