Description

The Organizational Development/Employee Engagement position develops and advocates employee engagement strategies and initiatives to promote Allen's organizational culture of People First, Respect, Integrity, Deliver, and Excel through communications and training programs to meet organizational needs.  This is accomplished by developing and implementing marketing and communication strategies to promote the City's purpose, values and mission. Responsible for identifying, developing, and anticipating current and future earning/development strategies to ensure the City is positioned to retain and build service-focused leadership and a diverse workforce.

  • Develops plan for alignment of city culture with organizational values by planning, organizing, implementing and leading the city's engagement program; evaluates alignment of performance measures on initiatives that support the overarching objectives and goals of the organization; monitors and reviews the effectiveness of engagement interventions and takes corrective action if needed; evaluates, understands, and anticipates risk and issues associated with change management and addresses accordingly; pilots programs to enhance employee engagement and strengthens the city's values and creates cross functional human resources practices to enhance organizational understanding of inclusion issues.
  • Develops, plans and implements a variety of training to meet organizational objectives and enhance employee development; develops short and long-term objectives for training programs; evaluates and enhances current platforms; researches and administers effective sources for training delivery: in-house, external vendors, video, web-based, etc.
  • Organizes, plans and implements the organization's internal communication strategy, as well as, aids in shaping the desired City of Allen P.R.I.D.E. based culture; develops priorities and initiatives to promote service excellence, employee development and engagement; establishes organizational activities and engagement initiatives; and, works closely with Public & Media Relations staff in managing the City's Intranet; enhances the learning management system with relevant and timely content and incorporates training information.
  • Maintains employee learning and development database and evaluates department-focused training requirements; coordinates and monitors training curricula through vendor contracting, scheduling, development of training plans and evaluating courses (content and delivery) to meet short and long term organizational development goals; compiles reports to monitor participation and effectiveness of training programs.
  • Collaborates with leadership staff to identify departmental training needs both technical and soft skills. Completes training assessments, as needed, to enhance the effectiveness of employee performance in achieving the goals set by City Management and Human Resources.
  • Oversees the administration and operations of the City's P.R.I.D.E. Program and Employee Appreciation activities and events. Collaborates with the City's employee P.R.I.D.E. committee and advisory board to coordinate and facilitate the events including the development of budget, themes, concepts and marketing objectives for each activity to promote organizational values.
  • Work on various projects by researching and developing various administrative directives, policies, procedures, providing assistance in developing reports; utilizing strong interpersonal skills to work with City employees; and preparing and delivering presentations.
  • Formal Education / Knowledge
    Work requires broad knowledge in a general professional or technical field. Knowledge is normally

    acquired through four years of college resulting in a Bachelor's degree.  

    Experience
    Five years relevant experience.

    Certification and Other Requirements
    Valid Texas Class C Drivers License or the ability to obtain within 30 days of date of hire. 
    Preference for training and/or HR certification.

  • Advanced computer-based skills to maintain records, and digitally manage statistical reports.
  • Strong people and negotiating skills.
  • Very strong interpersonal skills and the ability to build relationships.
  • Maintaining strict confidentiality regarding sensitive information and topics within Human Resources.
  • Possess excellent organizational and time management skills.
