Description
Under general direction of the City Manager/City Secretary, administers and maintains the City's official records program to ensure compliance with the Texas State Records Retention Schedule and applicable laws. Provides training and support to departmental records liaisons. Oversees records by keeping inventory of stored records and timely destruction of stored records.  

 

 Essential Duties and Responsibilities:
  • Assists in establishing and developing policies and procedures for the City of Watauga's records management program.
  • Administers the records management program and provides assistance to custodians for the purposes of reducing the costs and improving the efficiency of record keeping.
  • Prepares and files with the director and librarian the records control schedules and amended schedules required by Tex. Loc. Gov't Code §203.041 and the list of obsolete records as provided by Tex. Loc. Gov't Code §203.044.
  • Prepares or directs the preparation of requests for authorization to destroy records not on an approved control schedule as provided by Tex. Loc. Gov't Code §203.045, of requests to destroy the originals of permanent records that have been microfilmed as provided by Tex. Loc. Gov't Code §204.008, and of electronic storage authorization requests as provided by Tex. Loc. Gov't Code §205.007.
  • Identifies and takes adequate steps to preserve local government records that are of permanent value.
  • Identifies and takes adequate steps to protect essential local government records.
  • Ensures that the maintenance, preservation, microfilming, destruction, or other disposition of records is carried out in accordance with the policies and procedures of the City of Watauga' s records management program and the requirements of this subtitle and rules adopted under it.
  • Disseminates to the governing body and custodians information concerning state laws, administrative rules, and the policies of the government relating to local government records.
  • Establishes procedures to ensure that the handling of records in any context of the records management program by the Records Management Officer or those under the officer' s authority is carried out with due regard for:

(a) the duties and responsibilities of custodians that may be imposed by law; and

(b) the confidentiality of information in records to which access is restricted by law.

  • Manages, coordinates and processes all amendments to the City Charter and the City Code of Ordinances.
  • Serves as custodian of all official records of the City Council, including agendas, minutes, ordinances, resolutions, contracts, deeds, etc., as well as agendas and minutes of the various Boards, Commissions and Committees of the City.
  • Manages, processes and issues Alcoholic Beverage Permits and Massage Establishment Permits.
  • Manages and processes Public Information Act requests.
  • Maintains the City Calendar on the Home Page of City's website with all events in the City.
  • Assists the City Manager/City Secretary with administrative duties, including Powerpoint® presentations, correspondence, scheduling meetings and related activities as requested by the City Manager.
  • Answers the City's main line providing a pleasant customer experience.
  • Assists with distribution of incoming mail.
  • May perform other assignments and handle special projects as directed by the City Manager/City Secretary.

 

 Minimum Qualifications:
High School diploma or equivalent; AND two (2) years progressively responsible work, in municipal government administrative support; OR an equivalent combination of education, training and experience.  Associates degree in Public Administration, Business Administration or a related field preferred. Bi-lingual preferred.

Public Information and Open Meeting Act Certification.
Possession of a valid Texas driver's license.
Notary public.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
