Description JOB DESCRIPTION: Under general supervision, assists in the management of the day-to-day operations and maintenance of the Lynn Lane Wastewater Plant and assigned related facilities with an emphasis on the operations section. ESSENTIAL JOB FUNCTIONS: •Assists the plant manager with the daily operations and maintenance activities of the wastewater plant and related facilities including the overall appearance of the plant and facilities. •Assists in planning, organizing and directing the daily activities of assigned personnel. •Assists in hiring, training, assigning, directing, scheduling, supervising, evaluating and disciplining personnel. •Coordinates activities of the division with other departments, divisions and City officials. •Assists in preparing and monitoring the wastewater plant annual budget. •Assists in planning wastewater plant improvements. •Assists in the development, review, revision and enforcement of policies. •Prepares reports, studies, memoranda and general correspondence. •Assists in the completion of daily and monthly reports including the National Pollutant Discharge Elimination System (NPDES) reports. •Assists in the management of testing programs mandated by federal and state regulatory agencies for compliance. •Assists in the management of the analysis, transport, and disposal of sludge. •Reviews, interprets, and make recommendations and adjustments based on the water quality data. •Assists with the review and processing of payment authorizations and requisitions. •Monitors flow instrumentation and ensures proper calibration. •Handles employee matters and personnel issues as needed. •Interacts with the general public in regards to plant conditions; hosts facilities tours. •Maintains and updates facilities data records. •Undertakes preventive and predictive maintenance of the equipment of the wastewater plant and related assigned facilities. •Analyzes instrument readings, laboratory test results and operating records to assure that all federal and state water regulations are followed and all processes are being maintained; transports samples to the laboratory as needed. •Ensures proper calibration of all testing, analytical and measuring equipment. •Collects representative samples from the plant and performs chemical, physical, and bacteriological tests to assure water quality; submits samples for testing as required. •Assists with the Plant Safety Program to ensure safety protocols are adhered to and all personnel are utilizing City-issued personal protective equipment as required; schedules and conducts safety meetings. •Recommends ways to improve plant performance; oversees construction projects; procures materials and supplies for the operation of the wastewater plant. •Coordinates ODEQ-approved operator training for personnel at the wastewater plant and elsewhere in the Utilities Department. •Participates in staff, design and construction meetings for current and future projects at the wastewater plant. •Maintains and updates plant operating records and equipment service and repair records. •Recommends methods to improve plant performance, oversees construction projects and procures materials and supplies for the operation and maintenance of the wastewater plant. •Responds to and assists in managing emergency situations. •Performs the duties of the Plant Manager during his or her absence. •Performs other duties as assigned. MINIMUM EDUCATION AND EXPERIENCE: Requires an associate's degree in a course of study related to the occupational field, supplemented by a minimum of 3 years of related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires possession of or ability to readily obtain a valid driver's license issued by the State of Oklahoma for the type of vehicle or equipment operated. Requires possession of or ability to readily obtain an ODEQ Class B wastewater operator license and ODEQ Class B laboratory wastewater license within 12 months of employment.
