Under direction of the Director of Transportation Services to direct and manage operations of an equipment-diverse municipal fleet program.  This position exercises extensive initiative and independent judgment in the programs for fueling, servicing, and repairing vehicles and equipment, monitoring their in-service performance, and arranging for equipment disposal and replacement.  Research and recommend modifications regarding the use of alternative fuel for all classes of City vehicles and equipment as well as the infrastructure needed to support such change.  Oversee the viability of leasing vs. purchasing and consideration of shared-use as appropriate.
 
SUPERVISION EXERCISED
 
This positions exercises direct and indirect supervision over staff.

EXAMPLES OF DUTIES:

Manage a program for timely and cost effective maintenance and repair of an extensive city fleet of vehicles and equipment, including: heavy and special purpose construction equipment; light, medium, and heavy trucks; sedans; police vehicles; and commercial solid waste collection vehicles.
 
Communicate with operating department managers to address vehicle-related issues.
 
Maintain communication with fleet staff on issues including customer service, operational requirements, and performance standards.  Communicate with external vendors to resolve equipment servicing or repair issues and correct vendor performance as needed.
 
Direct a program to record service and repair time, parts utilization, and other operational or maintenance costs for proportionate distribution to user departments.

Provide technical input on specifications for vehicle and equipment to be purchased to establish conformance with functional requirements of City departments.
 
Analyze vehicle repair data to make recommendations regarding the repair or replacement of vehicles.
 
Make recommendations in regard to distribution, operation, inventorying, and use of equipment.
 
Conduct product and company research on merchandise and services marketed to determine if use would be effective and cost efficient.
 
Establish procurement sourcing through contracting or other means for the procurement of needed fuels, parts, and services.
 
Provide detailed budget recommendations for fleet operations, maintenance, and procurement.
 
Ensure a safe environment exists within Fleet facilities by effecting safety procedures and practices.
 
Identify future Fleet facility requirements. Propose and manage the Fleet budget.
 
Prepare reports and documents; assigns, develops, and evaluates staff; prepares and manages unit budget and work processes.

QUALIFICATIONS:

Knowledge of:
 
Methods, techniques, principles and practices of public administration and local government operations, especially as they relate to fleet management.
 
Methods, practices, materials and tools of the automotive mechanic trade.
 
Principles of organization, administration, budgeting, and financial and personnel management.
 
Safety practices and procedures, including occupational hazards and standard safety procedures, especially as they relate to fleet operations.
 
Cost control techniques and purchasing practices.

Equipment purchasing and acquisition practices and methods, including vehicles/equipment specifications and replacement factors.
 
Equipment recordkeeping systems, including their application in automated management information systems.
 
Laws, ordinances and procedures related to municipal public works and fleet management practices.
 
Skill to:
 
Develop and implement improvements for operational efficiency and productivity.
 
Develop comprehensive equipment maintenance programs.
 
Select, supervise, train and evaluate subordinate personnel.
 
Prepare and monitor performance budgets.
 
Operate a motor vehicle safely.
           
Ability to:  
 
Plan, assign, direct, and coordinate the work of fleet staff in a manner that promotes full performance.
 
Establish and maintain effective working relationships with fleet staff, other City departments/divisions serviced, vendors and suppliers, and the general public.
 
Set clear objectives and measures and monitor process, progress, and results.
 
Learn computer applications relating to the work unit.
 
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
 
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:
 
Experience:  
 
Four (4) years of supervisory or administrative experience in the maintenance and repair of a fleet of heavy duty diesel truck, bus/transit, heavy construction equipment and/or automotive equipment.
 
Education/Training:
 
A Bachelor's degree from an accredited college or university is preferred with major course work in automotive engineering, mechanical engineering, public administration, business administration, industrial technology, or a related field is preferred.
 
Four years of increasingly responsible experience in maintaining a mixed fleet of vehicles and equipment, including one year of supervisory and administrative experience is required.
 
License or Certificate:  
 
A valid Texas driver's license, the ability to obtain one within ten (10) days of employment, or a military waiver is required.
 
Possession of or ability to obtain a recognized fleet management certification: Certified Automotive Fleet Manager (CAFM), Certified Equipment Manager (CEM), Certified Public Fleet Professional (CPFP) within one year of employment is required.

Essential duties require the following physical skills and work environment:

Availability to be recalled to duty in the event of an urgent or emergency situation as determined by the Director or City Manager.
