Salary:  $61,288 - $100,428 Annually (Dependent on Qualifications)

ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS: Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed.

Responsibilities 

The Property & Land Acquisition Manager will demonstrate a commitment to providing continuous quality services, protect and promote brand, image, and reputation of the City, while striving to exceed the needs and expectations of our citizens and employees.

  • Participate in planning meetings with consultants, engineers, and project managers to assess proposed routes and designs in order to identify and address land acquisition issues and any potential damages to the remaining properties.
  • Communicate and work closely with design consultants to address landowner concerns and issues prior to final design.
  • Plan and schedule the acquisition process for each project.
  • Oversee and approve in-the-field inspections of proposed parcel acquisitions to document current conditions of the subject property and to evaluate the impact of the project improvements on the subject property.
  • Oversee negotiation process to acquire full ownership and leasehold information of al proposed subject parcels which includes title commitments, deed records, appraisals, probate records, lien instruments, leasehold interest, and other title encumbrances.
  • Oversee and authorize all payments to landowners, title companies, tenants and other requestors.
  • Oversee the finalization, closure and certification of the acquisition process for each assigned project.
  • Assist title companies, attorneys, and court system to close out acquisition of land rights by solving probate issues, title defects, property liens, bankruptcy issues, tax suits, and other title encumbrances.
  • Act as expert witness in a court to give testimony on parcel negotiations, offers of compensation, and project details.
  • Oversee and engage in Property and Asset management activities involving City owned tracts, facilities, and surplus properties.
  • Responsible for obtaining current market data for leasing of various types of property to be used for lease negotiations for both City owned and City needed property.
  • Provide real estate and right-of-way related support activities to all internal City departments.
  • May be asked to perform other duties as assigned.

 

Qualifications 

  • Requires a Bachelor’s Degree
  • Bachelor’s degree in Business Administration, Real Estate, Public Administration, or related field highly preferred
  • Minimum of six (6) years of related experience
  • International Right-of Way Association (IRWA) certification highly preferred
  • Texas Real Estate license highly preferred
  • A combination of education and pertinent experience may be considered
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating 

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview. 

Closing Statement 

  • Selected applicants must be able to pass a background investigation and a pre-employment drug test.
  • Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the City of Corpus Christi.
