Description

Summary

Under general supervision, manages the Town of Addison's general ledger, financial accounting, cash receipts, accounts payable, general accounts receivable, and capital assets functions and systems. Maintains an effective accounting system to capture data regarding economic activities of the town and provides technical accounting guidance and direction to subordinates and other Town staff. 

 

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides direction, support and oversight to assigned subordinates
  • Assist the Controller with the preparation of the Comprehensive Annual Financial Report
  • Assist with the Town's annual external audit
  • Authorize journal entries for entry into the general ledger
  • Develops and mentors assigned subordinates for their current and future roles
  • Manage month-end and year-end financial system closing processes
  • Oversee and coordinate accounting for the Town's capital projects and intergovernmental grant programs
  • Coordinate the Town's monthly and quarterly filings and regulatory reporting
  • Review reconciliations of general ledger, subsidiary ledgers, and bank statements
  • May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events
  • Performs related duties as required or assigned.

 

Minimum Qualifications

Education, Training, and Experience Guidelines
Bachelor's degree in Accounting, Finance, or related field; AND five (5) years of government finance experience, which includes 2 years of supervisory responsibilities; OR an equivalent combination of education, training, and experience.  Ability to establish and maintain harmonious relations with fellow employees, Town officials, and outside contractors.  Safe driving record.  Clear criminal background check, clear pre-employment drug screen, and clear credit check.
 
Knowledge of:

  • Accounting theories, principles, and practices.
  • Automated accounting systems.
  • Supervisory principles and practices.
  • Applicable local, State, and Federal laws, codes, and regulations.

Skill in:

  • Interpreting and applying government finance and accounting industry standards and practices.
  • Conducting research.
  • Preparing clear and concise written and verbal reports.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively both verbally and in writing.

 
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Texas Driver's License is required. A Certified Public Accountant license, Certified Management Accountant  or a Certified Government Finance Officer is preferred.

ATTENDANCE REQUIREMENTS
This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
 
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment.  Office is located on the first floor of a two-story building without an elevator.  Work is generally performed indoors in an air-conditioned facility but may also include limited exposure to outside weather conditions.
