Assistant to the City Manager

Summary: Under general supervision, this position serves as an integral member of the City Management Team responsible for providing management support for the City Manager and Assistant City Managers. This position reports directly to the City Manager but will have an opportunity to also work with other city departments providing a variety of analytical and administrative project support to meet the goals and objectives of the City.

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. Essential duties and responsibilities may include, but are not limited to, the following:

  • Conducts, coordinates and develops reports on assignments generated by the City Manager and Assistant City Managers.
  • Represents the City Manager's office at various civic, community, City Council and City staff meetings when requested; prepares material for such meetings and makes formal presentations to staff executives and City Council when requested and organizes and leads internal staff committee meetings when the need arises.
  • Performs both assigned and independent staff work, skilled administrative and operational duties, such as preparation and/or assistance on a variety of operation reports, feasibility studies, complex research projects, grant writing, program development, meeting and special event organization and makes recommendations for improving service delivery.
  • Facilitates information flow and follow-up between the City Manager's office, City Council, Department Directors, community and business organizations and citizens, and implements directions from the City manager on his/her behalf.
  • Confers with and advises department heads in the preparation and implementation of new programs; under general policy guidance, prepares directive to department heads; coordinates preparation of various operating and administrative reports; and participates in budget preparation.
  • Facilitates and leads interdepartmental teams or committees to accomplish a task, objective or special project.
  • Assists with coordinating strategic planning activities.
  • Attends regularly scheduled and special meeting of the City Council, attends conferences, committee and staff meetings, assists the City Manager's office at such meetings, makes recommendations on subjects under discussion, keeps abreast of current and projected developments in local, regional, state and federal programs affecting local government.
  • May assist the Public Information office with research and responses to requests.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

 

Minimum Qualifications:

 Education, Training and Experience Guidelines: Bachelor's Degree in Public Administration, Business Administration or related field of study. Master's degree in Public Administration must be in the works. Public sector work experience at any level is preferred.

 

Knowledge of:

  • City Council/Manager form of government.
  • Public Administration practices and procedures.
  • Research, analysis and interpretation of complex and/or sensitive municipal issues.
  • Current legislative, political, and economic trends in state and federal government programs.
  • Local community resources, and state and regional community services programs.
  • Legal, ethical, and professional rules of conduct for municipal government employees.

Skill in:

  • Networking and communicating with appointed or elected officials, community, state and national organizations and the public with diverse cultural, economic, educational and social background.
  • Analyzing information from a variety of sources, and developing effective action plans.
  • Planning and implementing City administrative procedures and objectives.
  • Diplomatically resolving citizen/customer/employee complaints and concerns.
  • Maintaining composure, and working effectively in a high-pressure environment with changing priorities.
  • Interpreting and explaining federal and state rules and regulations, and City policies and procedures.
  • Operating a personal computer utilizing a variety of business and specialized presentation software.Ability to:
  • Have a sophisticated executive presence and ability to influence and negotiate at all levels.
  • Produce desired work outcomes, including quality, quantity and timeliness.
  • Build and maintain effective internal/external working relationships.
  • Communicate effectively orally and in writing.  

License and certification requirements: A valid Texas State Driver's License is required.   

Physical demands and working environment: Work is performed in a standard office environment.
