OPEN UNTIL FILLED                     PAY RATE DOE + Q                                                               $82,480.00 - $104,897.00 Annually

In support of the Director of Water Utilities, this position oversees Water and Wastewater Operations in the Water Utilities Department including Water Production, Water and Wastewater Treatment, and the Distribution and Collection System to ensure effective water and sewer service to customers that is compliant with regulatory requirements. This position is an integral member of the administrative and management team which is challenged with continually improving the primary functions and services of the Water Utilities Department.
 
SUPERVISION EXERCISED
 
Exercises direct supervision over management, professional, and clerical staff.

EXAMPLES OF DUTIES:

Direct operational procedures and practices for the following Divisions: Utility Billing, Water Production, Water and Wastewater Treatment, Distribution and Collection, and Water Quality Laboratory.
 
Direct operational procedures and practices for the Industrial Pre-Treatment Program.
 
Reviews proposed and implemented Federal and State regulations; anticipates changes and develops strategies to deal with changes.
 
Assist in the development of capital and operating budgets for the Water Department.
 
Prepares Professional Services and Construction contracts for Water Department capital projects.
 
Provides direction to Professional Service and Engineering Firms for Master Plan development and other system studies.
 
Continually demonstrate leadership qualities and cultivate leadership qualities in divisional staff members.
 
OTHER JOB RELATED DUTIES

JOB REQUIREMENTS:

Knowledge of:
 
Basic principles and practices of municipal activities, including water utilities management and organization.
 
Basic principles and practices of civil, structural, and hydraulic engineering related to water and sewer systems.
 
Principles and practices of water and wastewater facilities construction and repair, including occupational safety.
 
Laws and regulations related to the water industry.
 
Word processing and spreadsheet software.
 
Safe driving principles and practices.
 
Skill to:
 
Read and interpret engineering plans and specifications.
 
Estimate financial, material, personnel and equipment requirements for budget preparation and project costing.
 
Manage and supervise activities of a wide variety of personnel involved in treatment and field operations.
 
Operate office equipment including computer equipment.
 
Operate a motor vehicle safely.
 
Ability to:
 
Communicate clearly and concisely with a wide variety of people, including media, both orally and in writing.
 
Review and direct Divisional procedures and practices regarding manpower usage, scheduling, equipment purchases, and facility repair/replacement schedules.
 
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:
 
Experience:
           
Six (6) years of broad experience in management and administration in the water and wastewater field is preferred.
 
Education/Training:
 
A Bachelor's degree from an accredited college or university with major course work in engineering, environmental science, or a related field is preferred.
 
License or Certificate:
 
Possession of, or ability to obtain, a class "A" license from the State of Texas in both Water and Wastewater within 2 years of employment is preferred.
 
A valid Texas driver's license; the ability to obtain one within ten (10) days of employment, or a military waiver is required.
 
Special Requirements:
 
Ability to work in a standard office environment.
 
Ability to travel to different work sites.
 
With or without accommodation, ability to lift up to 25 pounds.
 
Ability to sit, stand, and walk.
 
Potential exposure to cold, heat, noise, and outdoors.
