DEPARTMENT: HOMELAND SECURITY AND EMERGENCY MANAGEMENT

JOB TITLE: REGIONAL PUBLIC INFORMATION AND CRISIS COMMUNICATION SYSTEM ADMINISTRATOR

            

JOB SUMMARY:

Responsible for managing multiple systems used in transferring critical information to and from the public, government agencies and the media for the Houston Metro and surrounding area.  Responsible for disaster and emergency management, information assurance requirements, and crisis and everyday communications responsible for deployment, regional implementation, customer support, and integration with other existing communication applications from public information sites throughout region.    Participates in planning of programs, policies or objectives for own work group and department.

 

DUTIES & RESPONSIBILITIES:

Builds, designs and updates OEM website and other websites that are entity specific to aid interoperability between local, regional and state assets.   Coordinates Regional Public Information and Crisis Communication System training program for use by system users.  Coordinates user management and regional system layout.  Maintains collaborative relationships with other regional administrators to facilitate and support quality communication and planning.  Maintains current knowledge of information assurance and security via literature review, newsletters and/or conference.  Actively participate in and collaborate with state, regional, community and federal organizations that support emergency management and communication program development.  Serves as regional communication liaison during times of emergency response and recovery to ensure all participating response agencies are able to communicate effectively and provide information or direction during emergency situations.  Assists local and regional information technology personnel with overall IT/IS responsibilities pertinent to crisis communications.  Acts as alternate resource for these duties when necessary.  Provides follow-up and resolution for identified problems.  Communicates regularly with emergency management representative of local, state and federal agencies, general public, representatives of various organizations and the media concerning emergency management issues.  Assists in the development of public education programs regarding emergency management issues.  Conducts training classes or facilitates meetings to gather or disseminate data, information or plans.  In-depth knowledge of grant provisions, Homeland Security Grant Management and Reporting process.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

 

REQUIREMENTS:

Bachelor’s Degree in Information Technology, Computer Science, Business Administration, Communication or directly related field.  Master’s degree preferred.  (High School/GED and two years of directly applied experience in addition to 2 years required experience may be substituted for the Bachelor’s degree.)  Two years of related work experience in web communication, project management or resource management.  Four years directly related experience preferred.  Excellent interpersonal skills and the ability to deal effectively with the public, other employees and elected officials.  Excellent verbal and written communication skills.  Ability to work successfully in an ever changing and/or stressful environment.  Ability to effectively engage other staff members and outside partners to contribute to the success of assigned projects.  Knowledge and experience in the following applications: XHTML, CSS, JavaScript, XML, and current web technologies, languages and protocols. Application certificates in technology software and hardware applications preferred.

 

SALARY RANGE: Professional/Management Grade 12, $2,197.60 - $2,586.40 biweekly, based on qualifications
