Description | GENERAL PURPOSE To ensure adherence to the City's Code of Ordinance, design and construction standards in infrastructure areas. To ensures that all designs for infrastructure facilities are in compliance with the City's master plan, applicable standards, and specifications. SUPERVISION EXERCISED Employee is responsible for the direct supervision of engineering associates / Engineer-in-training (EIT) and Engineering Technician. ESSENTIAL DUTIES AND RESPONSIBILITIES CORE COMPETENCIES: Reviews new construction plans for compliance with codes, regulations, and standards, and adequacy of applications for permits; reviews associated technical reports including drainage analysis, Traffic Impact Analysis as well as legal agreement document; prepares review memo, communicate / meet with the applicant, and resolve issues. Reviews preliminary plats, final plats, and construction drawings for new or re-platted subdivisions. Reviews ROW /Easement Use and Cut permits; assists and responds to private property owners with engineering/infrastructure related inquiries. Maintains documentation of all land development related activities, records of all plan, contract and financial documents, and important communication. Prepares, negotiates, processes, and administers contracts with professional engineering and surveying companies, including reviewing and accepting plans and specifications. Plans, directs and coordinates infiltration/inflow studies, sewer system evaluation surveys, sewer rehabilitation, street and drainage projects, and acquires right of way and easements for projects. Directs and coordinates the planning, construction, inspection and contract administration of water, sewer, streets, and drainage Capital Improvements projects to solve current problems and provide for future growth. Assists in design of various civil engineering projects to be built within the City. Is responsible for processing of construction contracts let by the City for streets, water and sewer projects and other infrastructure projects requiring engineering oversight. Conducts engineering studies in response to requests for information from City Management. Assists in review and updating of the City's construction standards. Monitors local, regional, state and Federal regulations on water, wastewater, highways, and drainage to insure City compliance. Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information Attends Planning and Zoning Commission meetings and provides answers to questions during presentation. Attends development meeting, Pre-construction meeting, Mid-construction meeting, Final inspection of projects etc.; visits sites to resolve design/construction issues; works with the Construction manager and inspectors for acceptance of development and built infrastructure. Coordinates with outside agencies. Serves on various employee committees. Prepares engineering reports, memo, transmittal letters etc.; updates status tracking report and database. Reviews works performed by Associate Engineers and Engineering Technician; mentors Engineer-in-training or interns. Performs other duties as assigned. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
