Virginia Beach, VA (population 450,000) If you are looking to join an organization that is nationally recognized for its management with a strong emphasis on innovation and are ready to partner with the City Council of Virginia Beach to lead the community in addressing the dynamic challenges facing cities in the 21st Century, then this is the opportunity for you.  The City is a seeking a progressive, innovative, experienced leader to serve as its next City Manager.  Candidates must be highly collaborative, visionary and empathetic with experience in leading and managing large, complex operations. 

Located where the Chesapeake Bay meets the Atlantic Ocean, Virginia Beach is a vibrant, thriving city with national recognition for its management and quality of life.   Virginia Beach is a AAA rated, independent City established in 1963 by the merger of Princess Anne County and the City of Virginia Beach.  It is the largest city in Virginia and has a land area of 310 square miles of which 50-60 miles are inland waterways, bays and estuaries. It is also the safest metropolitan city in the country (cities over 300,000 in population).  The City is proud to be the home of NAS Oceana Naval Jet Base, Joint Expeditionary Base Little Creek/Fort Story (joint army/navy) and Camp Pendleton (state military base for National Guard training).  Virginia Beach’s economy is diverse and growing and with its strategic location in the heart of the mid-Atlantic, the City is well positioned for continued economic growth.

The City of Virginia Beach has a rich history, nationally acclaimed public schools, a wide variety of arts and entertainment and family friendly attractions for every age.   The City has a thriving tourism industry with hundreds of hotels, motels and restaurants along its 38 miles of oceanfront and pristine beaches. 

Please note the following additional information about this career opportunity:

  • Virginia Beach’s diverse economy is heavily influenced by the U.S. military.   The region is home to the largest active duty military population in the U.S.; as well as 9 major military installations representing all branches of the U.S. Armed Forces.  Private industry support for the area’s defense operations plays a major role in the local economy, creating thousands of jobs and leading to significant innovations in new technologies.
  • Virginia Beach’s Central Business District features Town Center, a 25-acre development spanning 17 city blocks and including more than 800,000 square feet of Class A office space and 700,000 square feet of upscale retail, dining and hotels.
  • Virginia Beach has a thriving tourism industry with its Oceanfront and beautiful beaches.  The resort area offers a wide variety of activities: including the Virginia Aquarium and Marine Science Center, skate parks and annual festivals, such as “Something in the Water” and the East Coast Surfing Championships.
  • Virginia Beach is governed by the Council Manager form of government.  The City Manager is appointed by the Mayor and an 11-member City Council.  The Mayor and City Council also appoint the City Attorney, City Clerk, City Auditor and City Assessor.  The City Manager is responsible for the appointment of all department heads and the development and administration of the $2 billion annual budget of which approximately one half is the school budget.  Virginia Beach is a full-service City with over 7000 full time and part-time employees and a reputation for innovation in public service.

Candidates must have a bachelor’s degree in public policy, planning, business administration or related field. Candidates will ideally have a master’s degree in public administration, business administration or related field along with ten years increasingly responsible executive level experience preferably in leading large, complex local government operations.  Candidates must be highly collaborative, problem solving leaders with a communicative, team-oriented management style.  The City of Virginia is open to candidates with diverse backgrounds who can demonstrate a record of achievement that matches the needs of Virginia Beach. 

Starting salary is $250,000 - $270,000 +/- DOQ.  Residency in the City of Virginia Beach is required.
