Annual Salary Range:  $61,493.95 -  $92,241.14 DOQ

  • Establishes and maintains liaison relationship with business partners and TS to provide effective technical solutions; seeks opportunities to improve business relationships.
  • Documents current business processes and models.
  • Develops user test cases and validates test results during testing; executes test cases.
  • May identify need for technical assistance to help in problem resolution; resolves and escalates issues as appropriate; informs clients of problems, issues, and resolutions; ensures IT solutions meet client needs.
  • Provides assistance in determining the need for a change request; may implement changes.
  • Coaches and transfers knowledge to less experienced team members
  • Conducts research on hardware and software products to justify recommendations and to support purchasing efforts.
  • Fields incoming issues and problem tickets from end-users to resolve application and software issues within servers, databases, and other mission-critical application systems.
  • Records, tracks, and documents the problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution.
  • Assists in maintaining and enhancing performance of all new and existing software and applications across the organization.
  • Tests, fixes, and performs post-resolution follow-ups to ensure problems have been adequately been resolved.
  • Identifies and learns appropriate software applications used and supported by the organization.
  • Creates and maintains system models, specifications, diagrams, and charts to provide direction to team.
  • Participates in the design, development, and delivery of software applications training programs and individual classes.
  • Posts software updates, drivers, knowledge bases, and frequently asked question resources on company intranet to assist in problem resolution.
  • Performs preventive maintenance, including the installation of service packs, patches, hot fixes, anti-virus software, etc.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned

Typical Decisions:

The incumbent uses judgment to:  determine the best method to implement a solution to meet user needs; determine the feasibility of implementing a solution to meet user needs; determine the solution to resolve production program issues.

Minimum Qualifications:

Knowledge of: The incumbent must have a working knowledge of theory and methods of software application development and systems design; knowledge of system analysis techniques; knowledge of microcomputer hardware and software capabilities and operations; troubleshooting techniques and practices; documentation standards; knowledge of emergency procedures related to system malfunctions; knowledge of technology capabilities and requirements; knowledge of current developments in technology; and knowledge of basic statistics.   Experience with public safety or criminal justice systems is a plus.

Skill in: Communicating effectively both verbally and in writing;

Education: Bachelor’s Degree from an accredited college or university in computer science or related field.

Experience: Six (6) years of experience as an Application Support Analyst or related field. Bachelor’s Degree can be can be substituted for up to four (4) years of experience.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class C driver’s license within 30 days of hire per state law.    

Upon hiring, employee will have one year to achieve the following certifications:

MCSA: Windows Server 2012 CompTIA Security+ or MTA Security

and any one of the following:

  • CompTIA Network+
  • CompTIA Server+
  • MTA Networking
  • MTA Server

Conditions of Employment:   Must pass a drug test, driver’s license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.   This position requires the ability to occasionally lift office products and supplies, up to 50 pounds.

Employees generally work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Occasional work under desks and in vehicles may be necessary.  Occasionally employee may have to work outside in adverse weather conditions.  Employees may interact with upset staff and/or other department representatives.

Employee will also be required to be available outside normal working hours for after-hours support of critical systems.
