Under general supervision of the WWTP Supervisor, the Lead WWTP Operator leads and participates in the operation and maintenance of the City's wastewater treatment plants and collection system lift stations to protect public health and the environment, ensuring complete compliance with all applicable federal, state, and City regulations and goals. 

 

 Principal Duties:
  1. Assist the WWTP Supervisor in formulating and executing action plans to meet the appropriate sections of the Code of Federal Regulations, the Texas Administrative Code, operating permits, and other regulatory documents and ensure the protection of public health and the environment.  This includes methods of operation, documentation, and the coordination of all the phases of treatment.
  2. Assist the WWTP Supervisor with various duties to include but not limited to ensuring efficient receipt of parts, supplies and materials; budget preparation; infrastructure planning, designing, and construction; and personnel actions to include hiring, evaluating and the supervision of WWTP Operators.
  3. Lead, schedule, and participate in the daily operations and maintenance of the City's wastewater treatment plants and collection system lift stations to include directing and monitoring assigned tasks of Plant Operators to ensure that these duties are effectively and efficiently performed.
  4. Monitor and train plant operators to ensure safe use of hazardous chemicals, work areas, and environmental conditions; arrange for required classroom instruction for the WWTP Plant Operators; and conduct on the job training on the safe and proper operation and maintenance of the wastewater treatment plant systems and lift stations.
  5. Supervise and coordinate the proper documentation of operational actions and maintenance performed to include overseeing the WWTP Plant Operators in the proper and accurate collection, handling, and documentation of samples required for sludge production and process control laboratory tests; plant system adjustments; and final disposal of bio-solids.
  6. Generate and complete work orders using computerized financial management system for use in budget analysis and manpower planning.
  7. Perform other related duties as assigned.

 

 Qualifications:
Required:  
High School Diploma or GED equivalent and three (3) years of experience; or Associate's degree and two (2) years of experience. Texas Class B CDL with tanker and air brake endorsement (required for internal promotion; external hire will be allowed 90 days from hire date to obtain). Class B Wastewater License from the Texas Commission on Environmental Quality (TCEQ). Knowledge of standard practices, methods, tools, materials, and equipment of wastewater treatment activities (to include the use of light and heavy equipment). Knowledge of safety standards and precautions connected with wastewater treatment (to include the use and wear of personal protective equipment)
Ability to provide on-call support and response to after hour emergency calls in a timely manner. Ability to work shifts, including holidays and weekends.

Preferred: 
Previous experience in a Lead or Supervisory capacity, including scheduling.
