                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                               JOB SUMMARY

The City Engineer is responsible for the administration and coordination of the city’s engineering services under the general supervision of the Director of Public Works. Duties include coordinating the design, construction and maintenance of the city’s infrastructure, review and approval of developer plans, in-house design, project management, and construction contracts, coordination of construction inspector activities, and assisting with budget preparation. The ideal candidate must be able to establish and maintain professional working relationships with others.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Civil Engineering or in a related field with experience;
  • Three (3) years minimum with Texas Registered Professional Engineering license;
  • Eight (8) years minimum of progressively responsible experience in municipal engineering, project management, and maintenance of public works infrastructure;
  • Three (3) years minimum of experience in a supervisory capacity;
  • Familiarity with Pertinent Federal, State, and local laws, codes, and regulations governing municipal infrastructure;
  • Valid Texas Driver License;

 

JOB REQUIREMENTS:

Duties include, but are not limited to the following:

  • Plan review and administration of City’s utility, street, and stormwater management regulations for land development and redevelopment.
  • Attend and advise developers and their engineers at pre-development review meetings and throughout the development review process including reviewing development proposals for compliance with city regulations.
  • Plan, direct, and coordinate engineering design and construction of public utility and public works infrastructure projects, including projects contracted to third party engineers;
  • Oversee city infrastructure projects, including inspecting and reviewing projects to monitor compliance with plans and specifications;
  • Supervise and manage Engineering staff and coordinate oversite operations and reporting.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints;
  • Confer with citizens, project managers, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction issues;
  • Provide technical engineering advice and assistance to other city departments regarding utility, streets and drainage, new construction, and maintenance of existing infrastructure;
  • Serve as the primary point of contact for coordination of projects with TxDOT;
  • Review infrastructure planning and requests, including speed zone, signage, and school zone change requests;
  • Negotiate and prepare documents for utility, right-of-way, and general government easements or right-of-way acquisitions;
  • Perform special engineering studies to determine project scope, preliminary cost estimates, and alternative methods of project delivery; High proficiency in Word and Excel;
  • Participate with a variety of boards and commissions to plan and promote capital improvements and expanded services as well as attend and participate in professional groups and committees;
  • Perform related duties as assigned.

 

JOB RELATED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of the standard practices and procedures of civil engineering and construction particularly as it pertains to municipal infrastructure including transportation systems, water distribution, sanitary sewer collection, storm sewer systems, water treatment,  wastewater treatment, and solid waste;
  • Knowledge of basic personnel and project management techniques;
  • Knowledge of local government practices and procedures including project financing, grants and public sector procurement related to municipal infrastructure projects;
  • Demonstrated skills and experience in managing in-house and construction contracts;
  • Ability to maintain confidentiality and handle sensitive issues with discretion and sound judgement;
  • Ability to multi-task and perform with evolving priorities;
  • Ability to investigate, analyze, and effectively resolve problems and conflicts;
  • Ability to research collate and present information effectively, in both verbal and written forms;

 

WORK ENVIRONMENT:

Majority of work is performed in an office environment, but candidate is expected to spend ample time in the field as well.

 

PHYSICAL REQUIREMENTS:

Maintains physical condition appropriate to the performance of assigned duties and responsibilities which may include the ability to walk, stand or sit for extended periods of time, carry, hold or lift up to 40 pounds, push, pull, squat or crouch, file of routine reports and documents and or drive to a variety of meetings or locations. Maintain effective audio-visual discrimination and perception needed for making observations; communicating with others; reading and writing; and operating assigned equipment.
