Title:  Chief of Police

FLSA:    Exempt

Pay Grade: 14

Min: $100,530  Max: $131,169 Annual


GENERAL SUMMARY

Under the general supervision of the City Manager, this position is responsible for planning, directing and reviewing the activities and operations of the Police Department. Responsible for Police Department personnel including scheduling and training for all personnel.   Must provide a high level of leadership, management and team building skills.   Responsible for budget management.  Coordinate assigned activities with other departments and outside agencies.  Plans programs and organizes procedures for community involvement activities.   Performs other duties as assigned to maintain City operations and services. 

SUPERVISION

General supervision is provided by the City Manager 

ESSENTIAL DUTIES AND RESPONSIBLITIES

  • Leads police personnel of the City
  • Develop and instill a team attitude within the police department
  • Plan and initiate changes to accommodate growth and community development
  • Develops guidelines and policies for personnel to accomplish set goals
  • Communicate rules and procedures to personnel in an effective manner
  • Provide adequate training and equipment for police personnel
  • Responsible for all police department reports and investigation information.
  • Makes all decisions regarding operations and department activities.
  • Maintains daily contact with employees in a supervisory manner.
  • Prepares and submits budget recommendations. 
  • Maintains continued contact with citizens and community concerning police functions.
  • Develops and implements disaster response plan for the City with assistance from the Fire Chief
  • Coordinate police activities with other law enforcement agencies, District Attorneys, and Courts
  • Attend all required available courses.
  • Effectively liaison with our external partners to include the Royse City Independent School District, Rockwall, Collin and Hunt county officials and neighboring municipalities.

SKILLS, KNOWLEDGE AND ABILITIES

  • Must have strong leadership skills in a small group environment
  • Skill in communication and relating to employees and citizens
  • Ability to communicate effectively orally and in writing with people including personnel, citizens, City Council and other City employees. 
  • Knowledge of law, law enforcement, government, city ordinances, and personnel practices
  • Skills in the use of firearms and mobile operation
  • Ability to facilitate change, plan and follow through
  • Ability to assimilate to changing conditions and technology
  • Must be knowledgeable of emergency management.
  • Ability to respond to complaints.
  • Ability to keep records.
  • Computer skills necessary.
  • Must be bondable

 

MINIMUM EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS

Education:       Bachelor’s Degree in Criminal Justice or another closely related field, or an equivalent combination of executive experience and education may be accepted.

 

Certification:  Advanced Proficiency Certificate is required, Master certificate preferred.  Permanent Peace Officers License issued by the Texas Commission on Law Enforcement Standards and Education preferred.

Experience:     A minimum of ten (10) years of progressively responsible supervisory experience required, with at least five (5) at senior command staff level.

                          Must have a valid Class C Texas Drivers License and good driving record.

                               

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

Must be able to perform a variety of tasks in an indoor and outdoor setting.   Must be physically fit with strength sufficient to lift up to 80 pounds.  Must be able to work on your feet for a continuous eight hour shift in both indoor and outdoor locations.
