Overview

The Strategic Planning & Innovative Officer will provide citywide leadership for departments and cross-functional teams in order to continuously improve organization-wide operations to become more effective/efficient and establish systems of accountability.  This position will evaluate and implement applicable recommendations from the Executive Leadership Team, Strategic Planning & Leadership, and City Auditor.  The ideal candidate will perform a variety of highly analytical, financial and organizational reviews as needed to support decision making by the Executive Leadership Team. Serves as an Internal consultant to City departments and the City Manager’s Office.

Responsibilities and Duties

  • Design benchmark surveys and quantitative techniques to improve the productivity and quality of operations to build an effective workforce.
  • Recommend innovative management strategies and complex turnaround plans.
  • Inspect business process and service delivery methods to identify efficiencies and to reduce costs.
  • Conduct analytical research and present implementation alternatives on various public administration functions and service delivery activities.
  • Evaluate staffing requests and recommend staffing levels to ensure the efficient and effective utilization of human resources.
  • Responsible for championing organizational improvements and provide training and coaching as needed for the entire organizations to properly use essential business management tools.
  • Lead competitive assessment reviews and/or managed competition, conduct surveys, and serve as internal consultant to department and City Manager’s office.
  • Assist the City Manager’s office on special projects as needed.
  • May be asked to perform other duties as assigned.

Knowledge, Skills and Abilities

  • Must be able to design and execute review plans.
  • Must be able to read and comprehend managing and operating functions of any department or activity in municipal government and strategies/techniques used to execute public policy.

Qualifications 

  • Requires a Bachelor Degree in a related field
  • Minimum of seven (7) years of experience with a minimum of two (2) years being supervisory/management experience
  • Experience working in municipal government is preferred
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
