JOB SUMMARY:

Under direction of the City Administrator, this position will supervise and manage the Community Development functions of the City including code enforcement, building compliance, permit compliance, and serve as staff liaison to the Zoning Committee (Planning & Zoning Commission); will also coordinate activities of the division with other departments within the City and educate citizens and community groups regarding code compliance; subdivision planning, master planning, land use and GIS; will perform other duties as assigned.

ESSENTIAL JOB FUNCTIONS:

  • Oversee the administration of a variety of land use, building and subdivision and development applications from the public, developers, builders, contractors, and engineers and for providing the public with technical information regarding the City’s zoning regulations and building codes
  • Oversee the administration of building inspections and plans examination in accordance with the applicable laws, policies and ordinances of the City
  • Oversee the administration of the Code Compliance function, including inspections, case management, reporting, case resolution, compliance, and code enforcement liens; responsible for the training of code compliance officers and the maintenance of their proper credentials
  • Review, evaluate, and process applications and technical documents for residential, commercial, industrial development, zoning, site plans, and plats including coordination with related departments and outside organizations, evaluate alternatives and conformance with city policies, ordinance, regulations codes, project specifications, regional protocol, land-use and the comprehensive plan
  • Develop and implement comprehensive plans, small area plans and revision to development regulations. Actively participate in the formation, implementation and updating of both short-term and long-range planning documents and modifications to specific plan elements
  • Prepare and write recommendation staff reports narrative and graphic reports related to planning strategies which promote economic and community development or efficient land-use consistent with community goals and special short-term range planning project along with writing variety of ordinances regulations related to land-use and development
  • Develop maps and other graphic presentations to illustrate land-use plans and planning concepts, maintain official map records and files relating to the area of responsibility
  • Ability to direct, motivate, develop and complete employee performance appraisals, communicate achievements and deficiencies as applicable to assigned staff, establish and maintain effective working relationships with employees, direct workflow, set goals and objectives and manage overall efficiency of the department
  • Formulate and implement policies and procedures for the department; prepare and administer department budget
  • Provide support to citizens and developers with unresolved concerns; respond to more difficult or complex complaints; research problems, make recommendations, and initiate problem resolution; discuss problem areas with property owners, property managers, contractors, and other City departments; mediate disputes; resolve unusual problems within the development and build environment.
  • Provide education and information to the community; give speeches and presentations; prepare/distribute educational materials.
  • Attend various related meeting including Zoning Board of Adjustment and City Council meetings.
  • Perform all other related duties as assigned.

MINIMUM QUALIFICATIONS:

Knowledge of: 

  • Modern inspection techniques, urban planning and zoning concepts and personnel management
  • Standard Building Code
  • Municipal budget processes
  • Personnel management
  • Zoning land use and subdivision laws ordinances and procedural requirements
  • Engineer and architect drawings and site plans
  • Planning theory and principles and practices of land-use planning.
  • Methods and sources of subdivision design
  • Methods and techniques of effective technical report preparation and presentation research method and source of information related to urban growth and development

Skills:  

  • Working knowledge of Microsoft office including Word and Excel
  • Translation of technical data into an easily understood format
  • GIS related software including myGov
  • Expertise in GIS mapping including collecting geographical data and maintaining the City’s GIS database
  • Interpretation of AICP standards
  • Floodplain designation and compliance
  • Communicate effectively with the public, City Officials and Departments, and County and State agencies by making presentations, writing reports and other communications practices as required, both orally and in writing

 

Ability to:

  • Enforce local comprehensive plan, subdivision regulations and zoning code in a firm and tactful manner
  • Seek, accept and implement strategic direction from City Management
  • Understand the organizational structure of the city and current policy issues affecting the city
  • Research, analyze, prepare and recommend amendments of the city zoning in land use
  • Review and understand current legislation affecting planning practices and policies
  • Work on and coordinate several complex planning projects simultaneously
  • Analyze site design, terrain constraint, circulation and land use compatibility, as well as utilities and other urban services
  • Develop comprehensive planning reports, findings and recommendations
  • Interpret, apply and establish rules, regulations, policies and procedures 
  • Read and interpret codes, laws and ordinances
  • Interpret blueprints and diagrams, and to review construction plans and specifications for code and ordinance compliance
  • Make independent judgments
  • Manage personnel and programs

Education:  Bachelor’s degree in Planning or Urban Planning from an accredited college or university or related field required, Master’s Degree preferred.

  •  
  • A minimum of three to five years of experience as a Planner, Assistant Director, or Director in a similar city, or related field required; any combination of experience and education which provide the applicant with the level of required knowledge and abilities will be considered.
  • Municipal Government experience preferred
  • Working relationship with housing program officials and experience with housing plans and applications
  • History of developed strategies promoting successful redevelopment of properties consistent with community goals

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements.

WORKING ENVIRONMENT:

Work is performed in an office setting, with occasional time in the field in a construction environment.

The employee may be subject to:

  • Repetitive motion such as typing and data entry
  • Extended periods of intense concentration in the review of maps and building plans.
  • Bending, reaching, kneeling, and lifting such as retrieving files or records.
  • The employee may be required to push, pull, lift, or carry up to 20 pounds.
  • Attendance at night meetings required.
