Business Professional III - Parks (Working Title: Siesta and Lido Beach Coordinator):  This position is responsible for the overall coordination and management of beach maintenance, special events, programs, program and commercial vendors, beach reservations, and beach and land stewardship at Siesta Public Beach and Lido Beach/Ted Sperling Park.  This position communicates event schedules and needs, maintains excellent relationships with beach customers, programming staff, maintenance staff, Sheriff deputies, lifeguards and vendors. Manages revenue and all financial reporting, key performance indicators, and assists with park inspections and reporting.  Acts as a change agent for creating and implementing new programs and customer service levels at the beach.  Assesses the needs of customers and generates written responses to complaints, as necessary.  Will work evenings and weekends.

Duties:

  • Serves as primary coordinator for Siesta Public Beach and Lido Beach/Ted Sperling Park programming and maintenance staff within Beaches and Water Access work unit.  Ensures timely collection of revenue, compliance to licensing and insurance requirements, cash handling procedures, and adherence to contractual obligations for reservations and programming.  Leads efforts in creating staffing plans, long range objectives, budgets, operational goals, work standards and procedures.  Creates and maintains systematic approaches and implementation of process development.  Facilitates meetings and process improvement teams.  Oversees the daily coordination of events, vendors, customer service and resolves operational and maintenance issues.   Assists programming staff in reviewing and making permit determinations regarding recreational (permit) proposals.   Ensures consistency with applicable County Codes and Park standard operating procedures.  Effectively builds and manages relationships between staff, contractors, vendors and other work units to optimize business operations of Siesta Public Beach and Lido Beach/Ted Sperling Park.  Develops and updates the business plan for Siesta Public Beach and Lido Beach/Ted Sperling Park programming, vendor use, revenue, land stewardship and maintenance.
  • Supervises the technical review and assists in the development regarding various use agreements for park open space, athletic tournaments, special events and programming, including Zoning Temporary Use Permits and State of Florida beach-use (field) permits.  Maintains public records, reviews and updates beach web pages, and oversees written communications of staff. Ensures that initial and repeat program (renewal) application negotiations and final permits are consistent with county Park Code, Board policy, department procedures and any associated management plans.  Analyzes program data to determine if financial terms of proposed and existing agreements are sound in regards to the business plan, operation plans, and target levels of park services.  Makes related policy and process improvement recommendations to the Manager.  Prepares and presents material, resolutions, contracts, etc., to the Board of County Commissioners, Advisory Boards and other groups as necessary.   Responds to media requests as assigned.
  • Maintains awareness of recreational, service and business trends that are both financially rewarding and provide expanded or new beach programs and services. Proactively markets the Siesta Beach and Lido Beach/Ted Sperling Park amenities and facilities to potential business partners. Participates in business and park planning process, providing revenue expertise and assistance to various committees and working groups. Prepares and reviews a variety of correspondence, Board material, budget, purchase orders and procedural manuals and reports.
  • Coordinates, plans, and leads initiatives with other Sarasota County Government work units to develop revenue potential from concession, partnership and user agreements. Initiates and develops RFP's or other related proposals for a variety of business initiatives with Parks and Recreation and Natural Resources, and coordinates the review with appropriate staff.   Negotiates special use agreements with non-profit groups and organizations for use of parks and facilities. Makes determines on proposals whether they are consistent with policy and plans, and pose legal, financial liability or risk to the County.
  • Responds to citizen, press or media contacts, both orally and in writing and reports to the Beaches and Water Access Manager.

Minimum Qualifications:  A Bachelor's Degree from an accredited college or university in Parks and Recreation, Business or Public Administration, Finance, Planning, Industrial/Engineering Technology or job-related field and three (3) years in program/project management OR seven (7) years of job-related professional experience in management of technical projects and strategic planning.  Related professional program/project management may substitute for the required education.

Preferred Qualifications:  A Master’s Degree from an accredited college or university in a related field.   Major course work and substantial experience in parks and recreation management, public administration, Business Administration or related field.  Certified Parks and Recreation Professional.

Job Competencies:  Superior writing, technical and accounting skills. Microsoft office and related software programs.  Experience managing a public recreational beach in Florida.   Knowledge of beach protection and regulatory requirements.  Knowledge of special event permitting requirements and on-site event management.

Physical Demands: Must occasionally lift and/or move up to 25 pounds.
