JOB SUMMARY

Inspects and evaluates existing and under‑construction residential properties, residential rental properties, multi-family properties, commercial buildings, and commercial properties to ensure and determine compliance with the City of Bedford’s codes and ordinances standards. Prepares and serves notices to correct violations.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Responsible for the enforcement of all applicable city, county, state laws, codes and regulations which includes but is not limited to, health, nuisance, fire safety and identification of property and structures under substandard conditions.
  2. Visually examines all commercial and residential structures to determine compliance with ordinance standards for heating, cooling, lighting, ventilating, plumbing and drainage installations.
  3. Inspect previously occupied buildings, spaces or suites for code compliance; approve inspected areas for certificates of occupancy.
  4. Enforces zoning and substandard building regulations.
  5. Prepares forms and letters advising property owners and tenants of possible violations and time allowed for correcting deficiencies.
  6. Maintains and consults files of inspection histories and violation reports, and revisits dwellings at periodic intervals to verify correction of violations by property owners and tenants.
  7. Explains requirements and resolves problems concerning building standards, codes and zoning ordinances to property owners, building contractors, architects, engineers and other interested parties.
  8. Investigates and recommends action against code, standard and ordinance violations, secures and may present evidence to other officials or the Municipal Court.
  9. Collects and recommends application of changes and improvements in building methods, building codes and code enforcement.
  10. Counsels and advises other City departments regarding municipal construction.
  11. Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
  12. May perform other assignments and handle special projects as required.
  13. Regular and timely attendance required, as well as, the ability to get along with others in a professional and cordial manner.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
  • Ability to write reports, business correspondence, and procedure manuals.  
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. 
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Must possess demonstrated knowledge of related computer software, and both inspection and code enforcement procedures, and advanced knowledge of building codes and their interpretation.

 

MINIMUM JOB REQUIREMENTS

Must have a minimum of three years’ experience with a municipality or private inspection company in building inspections and plan review.  Associate’s degree (A.A.) or equivalent from a two year college or technical school combined with a minimum of one year related experience and /or training may be considered as combination of education and experience.

 

OTHER REQUIREMENTS

Valid Texas Driver's License

Desired:

Texas State Plumbing Inspector's license.

International Code Council’s Commercial and/or Residential Inspector certification.

Code Enforcement Officer Certification issued by the Texas Department of Licensing and Regulation.
