Under general direction of the City Engineer, the Assistant City Engineer is responsible for assisting in the planning and design of infrastructure improvements including paving, drainage, water, and sewer projects while assisting in coordinating City projects with internal and external sources. The Assistant City Engineer monitors the performance of the infrastructure systems of the City. The Assistant City Engineer may also function as the Floodplain Administrator for the City. Performs duties as assigned.

Essential Job Functions

Assists the City Engineer in overseeing the design of numerous public works and public facilities projects that are part of the City's capital improvement program by developing and reviewing infrastructure master plans, prioritizing the implementation of plans, and developing funding strategies using a variety of funding sources to leverage City funding; manages the Public Works Engineering construction inspection group; responsible for the design review of infrastructure improvements to be constructed by developers to ensure the infrastructure constructed can be maintained by Public Works. Develops project budgets, schedules, and timetables by analyzing engineering project requirements, area workload, and manpower availability.

Provides frequent updates to the public and stakeholders on capital projects. Monitors projects and ensures that timetables are met; administers the storm water management program. Supervises and assigns work activities, projects and programs, monitors overflow; reviews and evaluates work products, methods and procedures of assigned techniques. Responsible for regular attendance and arriving at work on time. Responsible for the department in the absence of the Director of Public Works, Assistant Director of Public Works and the City Engineer.

Minimum Requirements

Graduation from an accredited college or university with a bachelor's degree in Civil Engineering and five years progressively responsible experience, three of which are in a supervisory capacity, or an equivalent combination of education and experience.

Comprehensive knowledge of civil engineering principles and practices; ability to supervise professional and para-professional personnel; proficiency in communication and budget development; administrative policy planning and implementation; skill in capital improvement program development; skill in the use of related automated engineering equipment (AutoCAD); and Microsoft Office software. Knowledge of principles and practices of supervision, training and performance evaluation; pertinent federal, state and local laws, codes and regulations pertaining to public works design, construction and civil engineering.

Skill in the design review and construction contract administration of water, sanitary sewer, street and drainage improvement projects; preparing clear, concise and accurate reports and presentations; communicating orally and in writing with citizens, contractors, developers, internal customers, external customers, and professionals regarding public works projects.

Ability to manage, direct and coordinate the work of assigned technical and clerical personnel; supervise, train and evaluate assigned staff; implement goals, objectives and practices for providing effective and efficient engineering services. Analyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goals. Ability to manage multiple priorities and keep informed on project status.

Ability to establish and maintain cooperative working relationships with those contacted in the course of work including City and other governmental offices, community groups and the general public.

Other Requirements

Valid Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

May be required to attend various meetings in the evening (i.e. City Council, Planning and Zoning, Neighborhood Meetings).

Possession of an active certificate of registration as a Professional Engineer with specialization in the field of civil engineering, issued by the Texas Board of Registration of Professional Engineers, or possession of similar registration issued by another state, with the condition that the successful applicant obtain registration through reciprocity as a Professional Engineer, with specialization in the field of civil engineering, issued by the Texas Board of Registration for Professional Engineers within three months of employment.

Certified Floodplain Manager certification preferred or ability to obtain within one year of hiring. Member of the American Public Works Association preferred.
