Description

Under the general supervision of the Assistant Director of Electric Utility, direct and coordinate the design, operation, maintenance, and construction of electrical substations; manage and supervise the system meter division in the installation, operation, maintenance, and testing of distribution and transmission metering equipment; and ensure ERCOT, NERC, and other protocols and compliance requirements are being met in relation to the City's substations and transmission system.

Principal Duties

 

  1. Supervise, manage, and coordinate the activities of personnel involved in the operations and maintenance of the electrical substations, and the distribution and transmission metering areas.
  2. Prepare, implement, and track the annual budget for electrical substation and metering in conjunction with the overall electric utility budget.
  3. Work with other City departments and external entities to procure equipment and services within the City of College Station's policy framework.
  4. Confer and coordinate with Engineers in the design and implementation of construction plans.  Provide final inspection for infrastructure to ensure compliance with construction plans and specifications.
  5. Direct and/or prepare short and long range planning requirements to upgrade the existing electrical substation, and the distribution and transmission metering systems.  Conduct studies for the preparation of cost estimates of such projects.
  6. Lead asset management activities, including the inspection, maintenance, and upgrade of electrical substation and metering facilities.
  7. Develop design and material specifications. Provide project management and leadership for substation/metering projects from inception to completion.
  8. Consult with internal and external peers and consultants to ensure deadlines are met, materials and manpower are in place, and that the systems do not become obsolete.
  9. Serve as subject Matter Expert (SME) for NERC Protection Control Standards (PRC), Protection System Maintenance Program (PSMP), and other compliance activities. Provide required reporting and representation to ERCOT and other regulatory agencies.
  10. Direct and/or conduct required studies to determine transmission system requirements and needs.
  11. Perform other duties as assigned.    

 

Qualifications

Required:         
Bachelor's Degree in Electrical Engineering (or related field), and five (5) years of progressively responsible experience in electric utility power system operations including two (2) years of related supervisory experience; or, an equivalent combination of education and experience. Valid Texas Driver License. Knowledge of electrical distribution and transmission operations. Knowledge of the methods, materials, equipment, and practices used in the electrical utilities maintenance, construction, and administration pertaining to substation, protection and controls, and metering. Knowledge of electrical engineering as applied to electrical substations, protection and controls, and distribution and transmission metering. Demonstrated proficiency in oral and written communication. Must maintain a residence within a 40 minute response time of the Utility Service Center within 6 months of accepting position.
 
Preferred:       
Knowledge and/or experience with SCADA systems.

Drug Screening:  Due to the safety and/or security sensitive nature of this position, individuals shall be subject to pre-employment or pre-placement drug and/or controlled substance testing as outlined in City policy.
