The City of Arlington is seeking an experienced and forward-focused individual to lead a top-tier Police Department while inspiring positive employee and community relations in a growing city of cultural diversity. The ideal candidate will be a charismatic and innovative law enforcement professional who leads by example, provides clear direction, inspires others, and unites the department with the community they serve. The essential functions of the position and job requirements are listed below:

JOB SUMMARY:

Under nominal direction, the Police Chief is responsible for planning, directing, managing, and overseeing the personnel, activities, and operations of the Police Department.

ESSENTIAL JOB FUNCTIONS:

•Evaluate, establish, direct and maintain policies and regulations for all department services and activities including, but not limited to; community and employee safety field, tactical and crime scene operations, criminal and internal investigations, jail operations, procedural justice, records and property/evidence storage, tourism policing, and administrative operations in compliance with applicable federal, state, and local laws, regulations, and codes.

•Direct, monitor and assess the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area. Supervise and evaluate department staff and administer the hiring, promotion, training, disciplinary, and termination procedures in compliance with City policies and procedures.

•Act as the official departmental representative to other City departments, City Manager’s Office, elected officials, outside agencies, citizens, community groups and organizations; provide qualitative/quantitative justification for departmental programs, policies, and activities; tactfully negotiate and resolve sensitive and controversial issues.

OTHER JOB FUNCTIONS:

•Manage and participate in the development and administration of departmental budget activities by analyzing funds needed for staffing, equipment, materials, and supplies; coordinate grant opportunities with appropriate staff and state or federal agencies.

MINIMUM QUALIFICATIONS:

  • Knowledge of operational characteristics, services, and activities of municipal law enforcement programs.

  • Knowledge of 21st century policing practices and trends.

  • Knowledge of law enforcement issues and needs of the City, including tourism policing, procedural justice and specific community and neighborhood issues.

  • Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.

  • Knowledge of technical and administrative phases of crime prevention and law enforcement, including investigation and identification, patrol, traffic control, records management, care and custody of persons and property, and environmental protection.

  • Knowledge of use of firearms and other modern police equipment.

  • Skill in using equipment, devices, systems, and other technologies related to police or administrative functions.

  • Ability to lead with high moral and ethical standards for guiding and promoting employee conduct.

  • Ability to evaluate and implement 21st century policing practices and trends.

  • Ability to set operational, behavioral, and evaluative policies within the scope of positional authority.

  • Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.

  • Ability to identify and respond to community and City Council issues, concerns, and needs.

  • Ability to prepare and administer a complex departmental budget and allocate limited resources in a cost-effective manner.

  • Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.

  • Ability to perform a variety of physical and motor functions.

QUALIFYING EDUCATION AND EXPERIENCE:

  • A Master’s degree in criminal justice, business or public administration, or a related field.

  • Ten (10) years of increasingly responsible supervisory experience within police operations, including three (3) years in a police command position.

  • Eligible to obtain or in current possession of a Texas Peace Officers License is required.

  • Eligibility for the Texas Commission on Law Enforcement Certification (TCOLE) Advanced Peace Officer Certification is required. A Master Peace Officer Certification is preferred.

  • Possession of a valid Texas Operator's License, Class C.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Pre-employment screening includes credit, drug/alcohol testing, motor vehicle review, physical evaluation, human performance evaluation, psychological evaluation, computerized criminal history (CCH), background investigation, fingerprint return, proof of citizenship, military discharge**, and F5R**. ** if applicable

Arlington residency will be a conditional requirement for employment.  The City of Arlington offers a competitive salary dependent on qualifications and experience.
