Salary:  $67,570 - $110,721 Annually (Dependent on Qualifications)

ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS: Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed.

Responsibilities 

The Deputy Building Official is responsible for the planning, directing, managing and overseeing the activities and operations of the Development Service Department Building Division.  This position provides oversight and assistance to the Building Inspectors and performs specialized and technical oversight of all plan reviews for complex construction projects.

  • Provide auxiliary leadership to the Building Division of over 30 staff members responsible for services including; permit issuance, plan review, building inspection, planning case intake, ordinance interpretation and responding to customer inquiries.
  • Assist and strategize with the Building Official in functions such as budget, contracts, audits, and other administrative functions.
  • Oversees, interprets, and supervises building inspectors regarding inspection practices, training, and International Code Council (ICC) interpretations.
  • Provides technical oversight to all Plan Examiners.  Must have the knowledge and ability to interpret and evaluate complex construction plans and be able to translate plans across a wide range of audiences.
  • Assist Building Official with implementing City policies and procedures including, but not limited to, technical construction code amendments and adoptions, Flood Plain management, fee structures, and the execution of department business plan and strategic initiatives.
  • Serve as the Building Division liaison to other internal Development Services Divisions including Land Development, Project Management and Administration within Development Services and other City Departments.
  • Attend meetings and provide recommendations on behalf of Plan Review and Inspection staff, liaison to the Coastal Bend Home Builders Association, Association of General Contractors (AGC), Associated Builders and Contractors (ABC), Texas Air Conditioning Contractors of America (TAACC) and the Construction Trade Advisory & Appeal Board.
  • May be asked to perform other duties as assigned.

 

Qualifications 

  • Requires a Bachelor’s Degree
  • Bachelor’s degree in Architecture, Engineering, Business Administration, Public Administration or related field is highly preferred
  • Minimum of seven (7) years of related experience
  • Minimum of three (3) years of experience must be in managerial, supervisory, or administrative capacity within an Inspections department or organization, which involved responsibility for administration, planning, organization, and implementation of a variety of complex programs and projects.
  • A license as an Architect or Engineer issued by the State of Texas highly preferred
  • A combination of education and pertinent experience may be considered
  • Possession of a Certified Building Official required within one (1) year of hire
  • Must have the experience and temperament to effectively diffuse staff and customer conflicts to seek amicable resolutions.
  • Must be able to make difficult decisions with little or no supervision or time considerations.
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating 

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.

  • Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the City of Corpus Christi.
