Description

GENERAL PURPOSE

To plan, direct and coordinate the implementation of studies, designs, and contracts for repair and construction of drainage improvement and environmental enhancement projects, including supervision of the drainage utility functions, drainage utility fee related matters, and stormwater management permits.                                                  

SUPERVISION EXERCISED  

Employee is responsible for the direct supervision of assigned staff. May be responsible for all assigned and delegated relevant duties and supervisory responsibilities in the absence of the City Engineer or the Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

CORE COMPETENCIES:

Prepares, negotiates, processes, and administers contracts with professional engineering and surveying companies, including reviewing and accepting plans and specifications.

Plans, directs and coordinates the studies of storm sewer, storm sewer rehabilitation, street and drainage projects, storm sewer systems, storm sewer system evaluation surveys and acquires right of way and easements for projects.

Directs and coordinates the planning, construction, inspection and contract administration of streets and drainage capital improvement projects to solve current problems and provide for future growth.

Reviews capital improvement project plans and specifications; cost estimates, schedules, bid packages; shop drawings, submittals and material deliveries; requests for information; change orders, pay requests, and materials, testing and inspection reports.

Responsible for documentation of inspection findings and maintaining construction progress report.

Meet with the contractors, engineers, developer and their representative to discuss and resolve issues and also to provide guidance. 

Communicate with EPA, TCEQ, FEMA, and US Army Corps of Engineers to obtain and implement Stormwater Discharge, Environmental and Drainage Permits.

Reviews new construction plans and specifications for compliance with codes, regulations, and standards, and adequacy of applications for permits.

Review Land /Site disturbance permit, Erosion and sedimentation control plan, Stormwater management site plan, Maintenance Easement Covenant and Agreement document.

Review Stormwater management related variance application.

Review credit application for Drainage Utility Fee. Assist the City Engineer in managing the implementation of Drainage Utility Fee.

Review Floodplain development permit application and any floodplain change related documents. 

Research and review drainage and environmental condition related information for any properties and assist the department to respond to inquiries and open record requests.

Conducts environmental studies in response to requests for information from City Management.

Prepares annual report as to condition of infrastructure of the City; prepares reports necessary to meet requirements.

Supervises the accounting of General Obligation Bond Funds for streets and drainage and other funding for Capital Improvements Projects (water, sewer, streets, drainage).

Works with various grant programs to secure funds for improvements where applicable.

Reviews preliminary plats, final plats, and construction drawings for new or replatted subdivisions.

Responds to public or other inquiries relative to city policies and procedures on specific stormwater, drainage, streets, and environmental projects and other information.

Coordinates with outside agencies.  Including participation in events arranged by those agencies or organizations that are mandated in the City’s permits with the TCEQ. 

Assist the City Engineer in managing the City’s local, state and federal stormwater permits.

Manages stormwater public involvement, educational, and outreach activities. Implement measures as identified in the City’s approved Stormwater Management Plan for each permit year. Routinely participate in activities after normal business hours and on weekends, if required.

Prepare, update, maintain, and submit annual report for City’s Stormwater Management Plan including for industrial permits.

Assists in the preparation and maintenance of a departmental budget.

Serves on various employee committees.

Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.

Performs other duties as assigned.

Required minimum qualifications

Education and Experience:

  1. Graduation from a four-year college or university with a degree in civil engineering, environmental engineering, environmental science, hydrologic science, or a closely related field; and
  2. Minimum of two (2) years’ previous professional civil engineering experience; or
  3. Minimum of two (2) years’ experience in stormwater quality, environmental compliance, or drainage improvements; or
  4. Any equivalent combination of education and experience.

Knowledge, Skills and Abilities:

  1. Ability to communicate effectively (orally and in writing) with employees, consultants, contractors, other governmental agency representatives, City officials and the general public;
  2. Ability to work well with the public, with local contractors, and City staff members;
  3. Skill in the use of photographic, laboratory, and field testing equipment; computer applications; and research techniques; 
  4. Working knowledge of current basic GIS software and GPS technologies;
  5. Skill in operating the listed and necessary tools and equipment to perform job responsibilities;
  6. Ability to interpret laws and regulations, to apply scientific principles, and to detect and evaluate environmental, public health, and safety hazards;
  7. Ability to research, read and interpret construction drawings, plans, specifications, plats, permits engineering documents and legal documents;
  8. Thorough knowledge of construction principles, practices and methods as applicable to a municipal setting;
  9. Through knowledge and understanding in Drainage related theories and calculations, applicable policies, laws, and regulations;
  10. Considerable skill in independently arriving at cost estimates on complex projects;
  11. Clear understanding of design and construction project management;
  12. Maintains regular and punctual attendance.

Special Requirements

  1. Must have a valid Texas driver’s license by date of hire.
  2. Must pass the Certified Floodplain Manager test within one year of date of hire.
  3. Must have or acquire within six (6) months of date of hire all basic level National Institute Management System (NIMS) certifications as required by the City.
  4. Must have or acquire within twelve (12) months of date of hire all senior management level National Institute Management System (NIMS) certifications as required by the City.
  5. Must have a Certified Stormwater Inspector - Construction and Erosion and Sediment Controls Certification or ability to pass the exam and obtain certification within 12 months.
  6. Must have a Certified Stormwater Inspector – Industrial Certification or ability to pass the exam and obtain certification within twelve (12) months of hire, if deemed necessary by the City Engineer.

Tools and equipment used

Various equipment used will include, but not necessarily limited to, personal computer including word processing, spreadsheet, data base software, GIS, CityWorks, computer aided-design software, standard drafting tools, surveying equipment, calculator, necessary safety equipment, motor vehicle, phone, mobile radio, mapping tools, safety equipment, and water sampling & testing equipment as required.

Physical Demands

Work is performed in office settings and construction sites. Significant outdoor work is required in the inspection of various land use developments, construction sites, public works facilities and stormwater sampling sites. Hand-eye coordination is necessary to operate drafting instruments, computers, various pieces of office equipment, and sampling and testing equipment.

While performing the duties of this job, the employee is often required to stand; walk in rough, undeveloped terrain; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is often required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell.  Some work may require prolonged periods in wet, muddy or grassy areas associated with water quality sampling requirements.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee often works in outside weather conditions. The noise level in the work environment is usually moderate.
