The City of Shoreline's Public Works department comprises over 60 people in our Engineering, Operations, Surface Water, Transportation Services and Waste Water divisions.  We are a collaborative team focused on improving our service delivery and workplace.  We are the eighth public works agency in Washington, and the 126th in the nation, to achieve American Public Works Association (APWA) Accreditation.  We serve a growing, ethnically and racially diverse community of 56,000 located in north King County, Washington.
 
The City's Engineering team is busy and growing!  We support an annual Capital Improvement Program of $50 million to $70 million spanning transportation, surface water, wastewater, parks and facilities.  We are seeking an experienced engineering project manager to take the lead in our pavement management program, and to develop and deliver capital improvement projects for Public Works and several other City departments.  Experience or interest in leading the pavement management program is desirable.
 

The Engineer II – Capital Projects position manages design and construction projects supporting growth and infrastructure rehabilitation across all City departments.  The position also plays a key role in developing and expanding the Public Works team's project management and engineering design capabilities.  We are seeking to fill one open position with an innovative, energetic engineer experienced in providing engineering and project management for most or all of the foregoing project types.  If you are a licensed engineer (PE) or currently certified Project Management Professional (PMP) with experience and expertise in civil engineering and a strong focus on design and project management in transportation, surface water or waste water, this could be your #BestJobEver!

DEFINITION
Manage the development of the most  complex capital projects subject to strict deadlines; including managing public involvement, overseeing consultants, and meeting schedule and budget objectives; to coordinate assigned activities with other divisions, departments and outside agencies; to establish and maintain cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens; and to provide highly responsible and complex administra­tive support to  City departments.

EXAMPLES OF DUTIES:

ESSENTIAL AND MARGINAL FUNCTIONS   Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:

1. Manage the development of multiple and diverse capital projects including streets, facilities, parks, drainage and wastewater.
2. Manage public involvement, oversee consultants and meet schedule and budget objectives for assigned projects.
3. Coordinate the selection of design consultants and professional service providers; monitor revenues, contract expenses, schedules and consultant performance.
4. Oversee City capital improvement projects; provide estimates and forecasts of costs for long-range improvement projects; assist in developing long-range plans for City facilities, research and prepare projections related to expenditures, revenues and requirements.
5. Prepare engineering design for roadway surface water and/or wastewater projects including engineering calculations, preparation of plans and specifications.
6. Manage the development of project plans, schedules, bid openings, contract awards, construction progress, inspections and project close-out for all capital projects; identify problems, recommend and act to implement solutions throughout the project.
7. Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
8. Work directly with department directors, the City Manager and the public to implement complex and controversial projects.
9. Provide information to the public regarding the Capital Improvement Program, including streets, drainage and wastewater; respond to questions and resolve complaints as needed; attend community meetings and make presentations related to capital and special projects; conduct and participate in project meetings with other City staff.
10. Participate in the development and administration of the capital projects budget; participate in the forecast of funds needed for equipment, materials and supplies; monitor and approve expenditures; implement adjustments; assist in pursuing grants and other funds necessary to support the Capital Improvement Program.
11. Manage State and Federally sourced grant funding for assigned projects, including monitoring and internal and external reporting, and ensuring that all project records are maintained in an auditable condition, in adherence to applicable regulations and procedures.
12. Provide responsible support and assistance to upper management and to the directors and managers of departments with assigned projects.
13. Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.

QUALIFICATIONS:

Knowledge of:

Operational characteristics, services and activities of project management.
Principles, practices, materials and terminology related to surface water management and control, including requirements of the NPDES Phase II Western Washington Stormwater Municipal Permit.
Principles, practices, materials and terminology related to wastewater collection and pumping, including requirements of the Washington State Department of Ecology Criteria for Sewage Works Design.
Methods, techniques and equipment of field inspection, surveying, drafting and design.
Principles and practices of contract administration.
Principles and practices of local budget preparation and administration.
Principles and practices of negotiation and good communication.
Principles of technical and business communication, including business letter writing and report preparation.
Applicable computer software.
Methods and procedures of State and Federally-sourced grant funding management.
Pertinent Federal, State and local laws, codes and regulations.
Fundamentals of engineering design for roadway, surface water, wastewater or other infrastructure projects including regulatory requirements and/or design standards.
 
Ability to:
Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design and construction.
Lead community outreach efforts by facilitating public meetings, responding to inquiries and preparing website information.
Oversee and participate in the management of a comprehensive capital projects program.
Review development plans and specifications.
Develop project plans and specifications using AutoCAD Civil 3D and related software.
Inspect work for completeness and proper work meth­ods.
Oversee City individual capital improvement projects.
Prepare and review engineering estimates for a variety of projects, including design, administration and construction cost.
Monitor and manager grant funding through internal and external reporting and records management and maintenance.
Oversee, direct and coordinate the work of consultants and other project staff.
Perform and/or prepare engineering calculations and design roadway and/or surface water type projects.
Manage multiple complex capital projects under strict deadlines with limited direction.
Work independently or within a team.
Lead a team including establishing accountabilities and obtaining results from individuals from different workgroups.
Interpret and apply Federal, State and local policies, laws and regulations.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative, effective working relationships with those contacted in the course of work.
 
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:
Minimum of five years managing and/or designing capital projects with at least three years at a project manager level.

Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
 
License or Certificate:
Registration as a Professional Engineer in the State of Washington or certification as a Project Management Professional (PMP) through the Project Management Institute or other City approved authority.
Possession of a valid state-issued Driver's License.
