Job Summary:

Under the general supervision of the Senior Human Resources Consultant, the Human Resources Generalist II performs specialized and general training, employee development related work activities, including but not limited, to developing, facilitating, and managing employee development activities and overseeing organizational wide performance improvement programs.  In addition to providing advice, guidance and support in the areas of employment compliance, employee relations and related supervisor coaching to assigned departmental managers.

Principal Job Duties:

  1. Identify and access training needs, in coordination with Senior HR Consultant; plan, organize, and implement specific employee development, programs and training activities, to include, but not limited to, supervisor education and performance related programs.  Develop online support tools, as well as develop, modify and implement courses and materials for in classroom delivery.
  2. Assist with evaluating and implementation of a consistent city-wide performance management program to include assessment of current reviews, oversee process for implementing an online program, and ensuring successful rollout out of new performance standards.
  3. Improve manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees.
  4. Work with employees and managers on various training and development needs, including assessment of development requirements, classroom facilitation, and coordination of organization-wide training function, as assigned.
  5. Case manage employee relations issues and conduct discrimination, sexual harassment and other employment related investigations; research and respond to employment related claims and grievances ensuring necessary documentation through partnerships with managerial staff.
  6. Oversee New Employee Orientation Program and communication, in partnership with HR team members.
  7. Oversee coordination and maintenance of the Talent Management module in the HR system, to include capturing employee certification and training activities, and identifying appropriate procedures for implementation and maintenance of this module in conjunction with the other HR modules.
  8. Manage employee registration for in-house training workshops and training sessions.  Confirm attendance and maintain registration/attendance records and statistical data measuring program effectiveness.
  9. Comply with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  10. Participate in the development and implementation of other HR programs, activities, and operations as assigned.
  11. Perform other related duties as assigned.

Job Qualifications:

Minimum:  

Bachelor’s Degree in Human Resources and five (5) years of Human Resources experience developing and administering employee training and development programs and employee relations; or an equivalent combination of education and experience. Texas Driver’s License. Excellent interpersonal and analytical skills, with strong verbal & written communication abilities. Ability to adapt to changing and competing priorities. Knowledge of local, state and federal employment laws; experience with employee relations matters; and knowledge of corrective action process. Proficiency with computers and various software programs. 

Preferred:   

Master's Degree. Human Resources and/or municipal government experience. CPLP and/or related HR certification. Specific experience with design of training, including creation of training modules.

Compensation:

$53,134.00 - $58,447.40 Annually (Hiring Range)
