FLSA STATUS: Non-Exempt

DEPARTMENT: Planning and Development

POSITION SUMMARY: The Planner is responsible for assisting the Senior Planner with activities and operations of the Planning Division within the department to include conducting reviews of various development applications including plats, permits, site plans, variances, and re-zonings.  In addition, the work involves inspections and site visits to verify development activities are implemented and continued as approved.  This position is supervised by the Senior Planner and/or Director of Planning and Development.  

COMPETITIVE PAY

• Starting pay begins at $19.69 and will commensurate with experience and level of duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Requires a regular and consistent physical presence in the Planning and Development Department offices at Branson City Hall. Those duties and responsibilities essential to the position include:

2. Follows the direction of supervisor(s).

3. Reviews development plans to ensure compliance with planning and landscaping requirements.

4. Performs on-site inspections for permit completion and compliance.

5. Meets with applicants to review planning applications and requests.

6. Processes applications and prepares documents for meetings of the Planning & Zoning Commission, Board of Adjustment, Board of Aldermen and Tree Board. 

7. Prepares and ensures publication of all required legal notices.

8. Attends meetings of the Planning & Zoning Commission, Board of Adjustment, Board of Aldermen and Tree Board to conduct roll call and take minutes in absence of the Senior Planner and/or Director.  

9. Responds to inquiries concerning planning and landscaping regulations, procedures and time frames.

10. Assists in any special projects as assigned by the Senior Planner and/or Director, and provides research and documentation including maps, charts, graphs and other illustrative material as requested.

11. Assists the Senior Planner and Director to develop and/or modify codes and ordinances.

12. Other duties as assigned by the Senior Planner and/or Director.

 

KNOWLEDGE, SKILLS AND ABILITIES

*Any combination of education, training, and experience providing the following knowledge, skills, and abilities.  

• Knowledge of Federal law and State statutes, local ordinances and regulations relative to community planning.

• Knowledge of the principles and practices of community planning, urban design, zoning and land use.

• Ability to read and understand plans and construction documents.

• Ability to communicate (in English) clearly and effectively both orally and in writing.  

• Ability to prepare and present oral and written reports, presentations and recommendations.     

• Ability to communicate concise technical correspondence clearly, both orally and in writing and establish and maintain effective working relationships with those contracted in the course of work.  

• Ability to handle complaints and problems in a courteous and tactful fashion.

• Ability to develop and carry out long-term and short-term goals.

• Ability to use small office equipment, including copy machines or multi-line telephone systems.

• Ability to use various types of computer software (including Microsoft Office products, with specific emphasis on Microsoft Word and Microsoft Excel) and hardware.

• Ability to use highly technical or proprietary computer applications.

• Ability to use independent judgment.

 

PHYSICAL DEMANDS

The physical demands and working environment, which follow, is representative of those that must be met by an employee to successfully perform the essential functions of this position.  Limited accommodations may be made to enable individuals with disabilities to perform the essential functions.

While performing the duties of this position, the employee must be able to talk, hear, see, sit, stoop, bend and reach to both ground level and overhead; hold and grip objects; must be able to lift/move/carry up to twenty-five (25) pounds; have the ability to multi-task when dealing with phone, computer inquiries and physical interruptions.  Must be able to operate basic office equipment (e.g., copier, scanner, computer keyboard, mouse and other computer technology) required for job duties.  Specific vision abilities required by this position include close vision, peripheral vision and the ability to adjust focus.  

 

WORKING ENVIRONMENT: While performing the duties of this position, the employee is primarily indoors with heating and cooling regulated in a general office environment.  The employee is occasionally exposed to outdoor conditions.  The noise level in the work environment is usually low.

EXPERIENCE, EDUCATION, AND TRAINING

• High school diploma or a General Education Diploma (GED) equivalent is required.

• Graduation from an institution of higher learning that is regionally accredited through the U.S. Department of Education with a Bachelor's degree in architecture/landscape, urban planning or closely related field is required.  However, experience may be substituted for educational requirements, as determined applicable by the Director of Planning and Development.

• Experience in planning or urban design is required.  

LICENSING/CERTIFICATION

• When operating a vehicle in fulfillment of the job responsibilities, the incumbent must possess a valid Motor Vehicle Operator’s license and be insurable under the City’s motor vehicle insurance policy.  

• Additional licenses or certificates may be required in the future.
