Description | Salary: $100,679 - $143,351 (DOQ) Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday, or as required Education and Experience: Degree in Public Administration or a related field. Master’s degree preferred. Engineering background desired. Five or more years’ progressively responsible and complex experience in local government management and at least three years of supervisory/management experience or a combination of education, training, and managerial experience that provides the required knowledge skills and abilities. Broad experience in the operation and long term planning for both water and wastewater utility systems desired. Licenses and Certifications: Registration as an Oklahoma Professional Engineer (P.E.) is desired. Must possess a valid state driver’s license and satisfactory motor vehicle record within 30 days of employment. Knowledge: Design, construction and operations methodologies for water treatment, wastewater treatment, sludge management, water distribution, wastewater collection, lift stations, water well construction, solid waste, recycling, hydrology and water and wastewater chemistry. Design and review of designs for structures, hydraulics, infrastructure and treatment systems. Advanced knowledge of local government management and business theory, practice and administration, in order to oversee planning and implementation of all city utility functions; to prepare reports/analyses, policies and budgets at a level generally acquired through extensive experience in Public Administration. Federal laws, rules, and regulations governing the various utilities divisions. Skills: An advanced level of interpersonal skills necessary to provide effective leadership to subordinate personnel as well as develop cooperative working relationships with employees, senior management, elected officials and vendors supplying goods or services to the jurisdiction. Planning, organizing, assigning, directing, delegating and reviewing work. Supervising, motivating and evaluating staff to obtain effective results. Effective oral and written communications. Mental and Physical Abilities: A very high level of analytical ability and skills are necessary in order to develop and implement department mission, goals and procedures; determine needs for capital expenditures, personnel and operating budgets; and prepare special reports or analyses for jurisdiction or outside agencies. Significant ability to concentrate and pay close attention to detail for up to 60% of work time in reviewing, preparing and presenting budgets, reading and writing reports or representing department at in-house or outside public meetings. Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff and/or the public requiring assistance. Ability to maintain regular, predictable and punctual attendance. Additional Information: Selected applicant must pass background investigation and drug screen. DUTIES AND RESPONSIBILITIES: Essential Functions: Overall responsibility for the Water Treatment, Water Reclamation, Solid Waste, and Line Maintenance Divisions. Establishes long-range goals, objectives, organizational structure, and direction for the divisions. Plans, allocates, and monitors time, people, equipment, and other resources for the four assigned divisions to ensure efficient organization and completion of work. Plans and reviews the department’s annual budgets, presents proposed budget to the City Manager for approval and ensures expenses are controlled for the city. Enforces cost control measures, eliminates redundant systems, and establishes and implements appropriate cost measurements. Oversees the review of plans and plats submitted to the Planning and Community Development Department as it relates to utility services. Coordinates with the City Engineer and the Director of Public Works on design standards for new subdivisions. Participates with the staff of the University of Oklahoma on utility requirements or coordination of utility services. Directs, plans, assigns, reviews, and controls work production and activities of the Utilities Department through the division managers, to include review and approval of procedures, allocation of resources and problem resolution. Coordinates and attends meetings with the City Manager and the City Council to present staff recommendations, receives City Manager and/or Council policy direction and communicate such policy internally and externally. Monitors performance of department staff to ensure the Manager and Council are receiving necessary information; assigns necessary staff follow-up. Maintains awareness of federal and state regulations as they apply to various areas within the Utilities department; implements new policies and procedures as needed. Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs and reading trade and professional journals and publications. Supervises the preparation of, or prepares reports, papers, and other documents appropriate to the department. Represents the City at various functions such as making speeches at civic and business associations, meeting with influential persons with the community, developers, officials, citizens, and representatives of the press, to establish goodwill and resolve/respond to issues. Performs other related work as required. WORKING CONDITIONS: Works primarily in a normal office environment where there are little or no physical discomforts, however, time is spent outside (approximately 10% to 15% of the time) exposed to temperature extremes, noise, dust, dirt and the like. |
