The City of Lubbock is a home rule city operating with a council-manager form of government. The City Council appoints a professional City Manager who is responsible for leading the organization and managing the day-to-day operations. The Director of Human Resources reports to the Deputy City Manager and has primary responsibility for developing the City’s “people strategy.” The position is responsible for guiding and managing the delivery of city-wide human resources services including: staffing, civil service (merit system) administration, compensation, employee benefits, employee relations, training, and organizational development.

The City of Lubbock seeks an exceptional human resources professional who has experience managing day-to-day operations as well as strategic planning activities. The ideal candidate will exhibit a passion for public service and have a successful track record of fostering a strong team environment and exceptional customer service culture. A bachelor’s degree in public administration, business administration, or a related field is required. The selected candidate must have a minimum of five years of progressively responsible experience in management of human resources or related municipal functions; including three years at a supervisory or management level. An equivalent combination of experience, education, and training that provides the required knowledge, skills, and abilities to successfully perform the essential functions of the position may be considered. Experience in a municipal setting is preferred. An IPMA-CP, SPHR/PHR or SHRM-CP/SHRM-SCP certification is highly desirable. The annual salary range for this position is $98,361 - $156,218, depending on qualifications and experience.
