JOB SUMMARY

Under general direction of the Assistant City Manager, the Director of Parks and Recreation, provides leadership, direction and general administrative oversight to the Parks and Recreation Department and employees responsible for the development, maintenance and operation of the City municipal park system, facilities and recreation programs; performs work involving significant community engagement and public involvement with elected officials, other policy makers and citizens; and serves as a member of the City’s Management Team, working collaboratively with City Management and other department leaders on strategies and policies to accomplish the City’s mission, strategic plan and other Council priorities.

PRINCIPAL JOB DUTIES

  1. Direct the overall planning, operation, and management of the Parks and Recreation department programs and facilities, to include but not limited to, establishing and evaluating the full range of services, programs, and overall standards for the department; recommending and administering policies and procedures; and establishing a vision for the department and monitoring progress towards achievement.
  2. Lead, direct, and participate in accessing and developing short and long-term City-wide recreation program needs for the Parks and Recreation department that includes a focus on strategic planning, continuous improvement and organization structures for best alignment with the department’s and City’s mission, vision and values, while ensuring strategic plans are consistent with the needs and demographics of the community.
  3. Plan, organize, manage, and establish appropriate service and staffing levels for departmental operations; monitor and evaluate efficiency and effectiveness of service delivery methods and procedures; and allocate resources accordingly.
  4. Plan, formulate and recommend short and long-range planning in the development, construction, operation, improvement and maintenance objectives for City-owned parks, cemeteries, recreational programming, sports fields, and park and recreation facilities within the Parks and Recreation department.  Provide leadership to a comprehensive Capital Improvement Program for parks and recreation.
  5. Manage department staff (directly, and indirectly through subordinates), which includes prioritizing and assigning work; monitoring workloads, conducting performance evaluations; ensuring adherence to standards and procedures; identifying, recommending training plans; and making hiring, terminating and disciplinary decisions or recommendations.
  6. Serve as ex-officio member of Parks and Recreation Board and serve as the City’s representative for the Parks and Recreation department to professional and community groups, and other agencies.
  7. Present staff reports, ordinances for consideration and/or other necessary correspondence to City Management and City Council.
  8. Responsible for the preparation and administration of the department’s annual budget; approve the forecast of funds needed for staffing, equipment, material and supplies; prepare and present periodic reports, project schedules and status; conduct research and preparation of technical reports as required for parks and recreation activities and projects; and approve and monitor expenditures.   
  9. Establish sound working relationships and work collaboratively with City Management and other members of the executive Management Team, to include but not limited to, serving as a member and participating in collaborative efforts towards achieving financial objectives, Council directives, and other goals and objectives to meet the operational needs of the City.

JOB QUALIFICATIONS

Required:  

Bachelor’s Degree in parks and recreation, business administration, or related field and seven (7) years of progressively responsible experience in parks and recreation, including five (5) years in a supervisory or management capacity, preferably within a local government (or related field). Texas Driver’s License. Experience and knowledge in park planning, facility design and construction, landscape maintenance, capital project management, recreation programs, and municipal finance procedures. Experience with applying the principles and practices of public parks and recreation management and administration, including knowledge of facility, equipment and staffing needs. Demonstrated success analyzing and reviewing the parks and building facility needs of a community and coordinating, planning for, and managing the efficient delivery of high-quality parks and recreation services. Proven track record in managing people and building relationships with community stakeholders. Proficiency in delivering recreation services to a diverse population and in optimizing participation. Considerable knowledge of the principles and practices of parks and recreation administration. Excellent oral and written communication abilities. Ability to establish and maintain collaborative working relationships and good communication with a variety of individuals; and demonstrate tact, diplomacy, and patience.

Preferred: 

Master’s Degree in Parks and Recreation, Public Administration or related field. Designation as Certified Park & Recreational Professional (CPRP) or Certified Park & Recreation Executive (CPRE).
