The City of Pearland operates under a council-manager form of government and is comprised of a Mayor and seven Council Members. The Finance Department’s mission is to serve as fiscal stewards of the City’s resources by providing financial services in an accurate, efficient, ethical, and innovative manner by building a bond of trust in accordance with best-recognized practices and principles of governmental finance. Pearland consistently achieves GFOA awards for its budget presentation ($88 million General Fund) and CAFR ($356 million all funds). The City is modernizing and building up its systems for the complex multi-faceted organization it has become, adding ERP software and continues updating many processes and procedures. Growth and development dictates use of many different financing and development tools. The City has a large Capital Improvement Program to steward ($600 million through FY 2026).

The City seeks qualified candidates for Finance Director with excellent communication skills and the ability to communicate complex financial information to different audiences both internally and externally. The position of Finance Director requires a strong manager with a bachelor’s degree in finance, public administration, or a closely related field (master’s preferred) and 10 or more years of progressively responsible experience in municipal finance. Designation as a CPA is highly desired. The City seeks a candidate with a strong background in fund accounting, utility billing, debt management, and the technical aspects of leading a multi-division department.
