Overview

The Human Resources Learning and Development Manager is responsible for performing professional level work, researching, analyzing, planning, developing, and conducting training programs for skilled, technical, and professional development programs for the City of Corpus Christi and City employees.

 

Responsibilities 

  • Build and implement training and development programs that align with the core values, strategic goals, and operational business plans of the City
  • Design and deliver suitable instructional materials for all levels of City employees
  • Implement Human Resources strategies, programs, and processes necessary to optimize workforce utilization
  • Create programs that assist City departments in assessing talent, identifying high performers, and preparing employees for successful performances in positions with higher responsibility
  • Identify, recruit and train internal managers to provide learning opportunities throughout the organization
  • Oversee and conduct New Employee Orientation
  • Manage the tuition reimbursement program
  • Develop, revise and implement standard operating procedures, policies and directives governing the learning and development activities for effective and efficient program delivery and assure compliance with all rules and regulations
  • Negotiate contracts for various HR related third party contracts
  • Develop and implement systems to measure effectiveness of training and development programs
  • Provide leadership in training projects including method of delivery, both multimedia and classroom
  • Lead learning and training sessions
  • Maintain Learning and Development website
  • Supervise and oversee annual performance management training and performance evaluations
  • Exercise supervision over assigned staff
  • May be asked to perform other duties as assigned

 

Qualifications 

  • Requires a Bachelor’s Degree
  • Minimum of six (6) years of relevant experience in HR Training and Development; two (2) years of Supervisory experience highly preferred
  • A combination of education and pertinent experience may be considered
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
