Trinity Metro has an immediate opening for a Procurement Manager to manage the Purchasing and Material Management Sections of the Procurement Department which consists of contract administration, procurement and material management functions. The Procurement Manager's duties include providing oversight and development of the Sr. Buyer, Buyers and Material Management Supervisor, in the areas of, but not limited to, processing requisitions and purchase orders, annual budget preparation, preparing RFPs, RFQs, RFIs and bid documents; sourcing suppliers; coordinating stakeholder meetings, providing excellent customer service to internal and external stakeholders, ensuring excellent communications with internal and external stakeholders; strategic and operational planning; and other duties, as assigned, to ensure that Trinity Metro’s business objectives are achieved. The incumbent in this class performs under the general supervision of the Director of Procurement. 

The ideal candidate possesses expert knowledge of compliance with FTA Circular 4220.1F and subsequently issued Federal circulars, State and local procurement requirements.

This position's responsibilities include:

  • Manage staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff development; ensuring employee adherence to policies and procedures; maintaining a healthy and safe working environment; and, managing personnel matters related to hiring, terminating, disciplining, recognition and rewarding.
  • Develop and deliver annual purchasing plans for each department and ensure assigned staff is aware and follow ethical guidelines as established in Trinity Metro’s Policy.
  • Train staff and employees on best procurement practices and procurement systems, and provide highly responsible and complex staff assistance to higher level supervisory or management staff in a fast paced, high visibility, high volume environment.
  • Conduct employee performance reviews for procurement and materials staff. 
  • Manage and oversee the procurement of technical items, service items and goods which involve aspects such as cost, features, performance criteria, engineering design and service schedules. 
  • Review bid specifications and submitted bids to ensure compliance with Federal, State and local requirements; review and tabulate bids to ensure awards are made in compliance with Procurement Policy and Procedure.
  • Participates in the development and implementation of fiscal year budgets, goals, objectives, policies and priorities. Recommends and implements resulting policies and procedures.
  • Oversee and maintain current and future Enterprise Resource Planning (ERP) systems.
  • Manage and oversee all functions of material management including, but not limited to, maintaining the electronic Enterprise Asset Management (EAM) warehouse systems.
  • Establish key performance indicators for procurement, contracting administrators and warehousing functions.
  • Conduct annual physical inventory counts; report outcomes.
  • Monitor and evaluate the quality, responsiveness, efficiency and effectiveness of purchasing programs, delivery methods and procedures; and work with employees on the continuous improvement of purchasing programs.
  • Monitor expenditures and procurement practices to ensure all purchasing is conducted in compliance with agency, Federal, State and local policies and procedures.
  • Develop and maintain favorable relations with vendors, contractors, Trinity Metro’s personnel and other transit agencies.  Ensure that vendors are provided accurate and complete bid specifications and scopes of work, and that acquisition of specified products or services is made with a minimal cost and maximum quality.
  • Coordinate specification requirements from user departments and vendors to ensure goods and services purchased meet all specification requirements and the needs of Trinity Metro.
  • Other duties as assigned

EXPERIENCE

Minimum three (3) years of progressively responsible experience in public purchasing, contract administration, and materials management, including supervisory responsibilities, preferably in the public transportation industry.

Knowledge of Federal Transit Administration (FTA) regulations.

EDUCATION

Bachelor’s Degree from an accredited college or university with major coursework in Public Administration, Business Administration, Economics, Accounting or a related field.

Any combination of experience, training, and/or education that provides the required knowledge, abilities, and skills may substitute for the required education.
