Starting hiring salary: $153,809.52 to $163,038.09

DEFINITION
 
This is a highly responsible and responsive position for a strong and inclusive leader with a high level of technical and managerial skills.  Manages, plans, organizes, and performs computer, GIS and telephone system development, implementation, maintenance, and operations to provide effective system security and communication between citizens, City officials, departments, staff and employees for the City of Brighton. This position must work well independently as a manager, and collaboratively with various teams, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's Strategy, Vision and Values.
 
SUPERVISION RECEIVED AND EXERCISED
 
Receives general direction from the City Manager and Assistant City Manager. This position manages all Information Technology (IT) and Global Information Systems (GIS) staff.
 
EXAMPLES OF ESSSENTIAL RESPONSIBILITIES AND DUTIES
 
Directs information system operations to achieve goals within budgeted funds and available personnel; reviews progress and makes changes in priorities and schedules as needed to meet deadlines.
 
Ensures operating procedures, standards, and guidelines are followed; develops and implements a comprehensive data management program, including systems development, testing, documentation, systems analysis, computer operations and technical support.
 
Provides assistance to all City departments; meets with departments regarding ongoing or planned projects; analyzes department requirements for information processing services.
 
Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations.
 
Develops departmental operating policies and procedures; plans and coordinates special projects including systems installation, systems maintenance, and systems documentation.
 
Plans, develops and maintains information systems consistent with City goals and objectives; recommends and implements new hardware and software systems.
 
Oversees or conducts the research for and purchase of all information systems hardware and software in accordance with City purchasing policies.
 
Prepares and administers annual Information Systems budget.  Establishes goals and objectives for division activities.
 
Demonstrates a respectful, service-oriented attitude in all contacts with the public, outside entitities, employees and management.
 
Administers functions on the City's network, including user access admission, file management, resource sharing, and system security.
 
Prepares system documentation and inventory pertaining to policies, procedures, copyrights and licenses for hardware and software.
 
Analyzes new information technology, application systems and management strategies and plans.  Recommends improvements to existing information systems, applications and hardware.  Monitors the status, performance and quality of on-going and in-progress projects, systems, and services.
 
Provides technical advice and assistance to departments and City staff regarding telephone and computer systems, security and applications; resolves problems as necessary.
 
Develops citywide training programs in the area of information technology.
 
Coordinates the development and implementation of the City's Internet/Intranet strategies including e-mail and web page.
 
Manage and provide direction of the City's Public Education and Government (P.E.G.) channel.

Supports technology for the Brighton Fire Rescue Department and Brighton Housing Authority.

Maintains and supports regional partnerships, to include Adams County, Adams County Sheriff's Department, ADCOM and the City and County of Denver.
 
Performs other duties and responsibilities as required.
 
QUALIFICATIONS
 
Knowledge of:
 
Policies and procedures of the City of Brighton.
 
Operating characteristics, capabilities, limitations, and service requirements of personal computers, peripheral equipment, departmental systems and network operating systems.
 
Fiscal management including budget preparation, expenditure control and record keeping.
 
Hardware and software used in computer equipment and network information systems.
 
Current trends and developments in the field of information systems, to include cybersecurity.
 
Modern office procedures, methods, and computer equipment.
 
Ability to:
 
Plan, organize, and oversee assigned work programs, including monitoring work schedules and evaluating work of subordinates.  This position attends City Council meetings and other meetings and may oversee emergency situations outside of normal work hours. 
 
Listen well and communicate effectively orally and in writing with various audiences.  Must be able to make effective presentations to Council, City staff and resident and business groups as required.
 
Effectively coordinate and manage organization, staffing, operational activities, and services of a municipal information technology division.
 
Explain technical concepts in non-technical terminology and train others in the operation and application of information systems.
 
Identify, analyze, and assess telephone, computer and network administration problems and take appropriate corrective action.
 
Maintain data integrity availability, security and confidentiality.
 
Participate in overall City planning for information systems upgrades and new technology.
 
Establish and maintain cooperative working relationships with those contacted in the course of work.
 
Establish priorities for work assignments and complete duties in a timely manner while meeting deadlines.
 
Communicate effectively, both orally and in writing, regarding complex issues, including presenting staff reports and correspondences to boards, groups and committees.
 
Demonstrate leadership and motivation skills while supervising staff.
 
Quickly gather information and make appropriate decisions.
 
Handle multiple tasks while working with both groups and individuals.
 
Interact well with others.
 
Effectively manage and supervise computer services including microcomputer network systems, personal computers, GIS, and telecommunications.
 
Administer systems analysis, computer programming and microcomputers.

EDUCATION AND EXPERIENCE
 
Minimum Requirement: Graduation from an accredited four-year college or university with a degree in Computer Sciences, Information Systems or related field. Seven (7) years progressively responsible experience in management information systems administration and directing major data processing and information technologies programs with experience in design and management of complex technology projects at least three (3) of which over technical support staff. 

Preferred - Master's Degree in Computer Sciences, Information Systems or related field.  Senior-level management experience within local government.  
 
PHYSICAL REQUIREMENTS
 
Physical ability to perform essential job functions: while performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, see and demonstrate manual dexterity. The employee is occasionally required to kneel, stoop, and perform lifting, up to 50lbs.
 
SPECIAL REQUIREMENTS
 
Possession of valid driver's license with safe driving record.
 
Bilingual in English and Spanish preferred.
 
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.

Must be fingerprinted and pass Criminal Justice Information Services (CJIS) background checks.
