Description

The Water Services Manager - Wastewater Treatment manages all activities related to the operations and maintenance of the wastewater treatment facilities to ensure regulatory compliance, safety, and efficiency standards are met. This role also manages activities associated with planning, budget, development, coordination, and implementation of the division's strategic plans.

  • Manages and reports on the daily operations of the assigned division. Adjust program activities as needed to ensure system compliance and improve program performance.
  • Develops, implements, and revises the division’s policies, procedures, and performance metrics to align with best management practices.
  • Develops, manages, and reports on capital and operational costs associated with the division's budget; conducts monthly, quarterly, and annual budget evaluations.
  • Participates in the design, review, and construction of wastewater treatment capital projects.
  • Manages and develops staff through reviews of process data, counseling, training, and evaluation of performance to ensure best management practices are followed as it relates to safety, efficiency, and proper operations and maintenance.
  • Develops, implements, and performs annual reviews on the division’s qualification manuals, training plans, and job descriptions; conducts annual market studies on positions within the division to ensure competitive pay.
  • Forecasts short and long-term needs for budget, staffing, equipment, material, and contractor service needs.
  • Conducts root cause analysis for system operations and maintenance problems; develops programs, policies, and procedures to mitigate and prevent recurrences.
  • Develops, facilitates, and participates in inter-organizational programs, initiatives, processes, and projects.
  • Coordinates with Systems Engineering to develop and revise the annual and five-year CIP plans.
  • Creates and delivers presentations on captions and agenda items for approval to the Water Board and City Council.
  • Develops and executes strategies for emergency management response and recovery in the assigned division.
  • Manages compliance, correspondence, and coordination with regulatory agencies.
  • Ensures open lines of communication between work groups.

MINIMUM QUALIFICATIONS:

Education, License, and Experience Guidelines

High School diploma or equivalent. Must have a valid Class “B” Wastewater Treatment Operator license issued by the Texas Commission on Environmental Quality with the ability to obtain a Class “A” license within 2 years of employment. Eight (8) years of full-time progressively responsible experience in a related field OR Any combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.

Preferred License and Experience:

Class “A” Wastewater Treatment Operator license issued by the Texas Commission on Environmental Quality. Eight (8) years of full-time progressively responsible experience in municipal wastewater treatment operations. With three (3) years of experience in a supervisory role requiring a high level of management and leadership skills.

Knowledge, Skills, and Abilities:

  • Advanced process control procedures and performance management in wastewater treatment.
  • Working knowledge of SCADA and plant automation schemes.
  • Knowledge of TAC 30 regulations.
  • Ability to prepare clear and concise comprehensive technical reports.
  • Creating and delivering a compelling presentation that effectively communicates information.
  • Knowledge of policies related to records retention and the ability to maintain detailed and accurate records.
  • Experience in financial analysis and reporting.
  • Analyzing situations and implementing immediate, effective, and reasonable courses of action in accordance with proper policies and procedures.
  • Emergency management response, recovery, and prevention techniques.  
  • Demonstrating a high level of leadership skills and principles that are considered values-based.
  • Establishing and maintaining effective professional relationships.
  • A3 problem solving and analysis.
  • Project management.
  • Plan review to ensure designs meet operational and maintenance needs.
  • Best management practices, processes, and procedures related to the operations, maintenance, and construction of wastewater treatment systems.
  • Asset management and preventative maintenance programs and techniques.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. May be directly involved with the following extremes: temperature, physical and respiratory hazards from chemicals, slips and falls, noise from equipment machinery, and contact with body fluids.

Hiring Range: $87,539.92 - $109,657.60 annually.
