Description

GENERAL PURPOSE:  Plans, directs, manages, supervises, and coordinates the Economic Development department; oversees planned growth and development in the City, develops economic development initiatives and policies, and creates strategies to promote the City for businesses and the community.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Plans, organizes, and directs department activities including the interpretation and application of environmental laws, land use development principles and the conduct of specialized studies; oversees the daily activities for the Economic Development department for operations, goals, and objectives.
  • Cultivates and sustains multi-level stakeholder relationships; negotiates and develops economic incentives, agreements, and programs; represents the City and County locally, regionally, and state-wide; manages internal and external marketing research and information efforts.
  • Develops relationships and coordinates with businesses, community organizations, and developers for all Residential, Commercial, and Industrial developments; with the public for potential developments; with the City Manager, Planning, and Public Works for all development projects; supervises subordinate employees; and trains, evaluates and disciplines as needed
  • Meets with developers, businesses, City leaders, and community organizations to discuss economically important and high impact projects and offers administrative guidance regarding the City's Economic Development plan.
  • Provides support to the City Manager for Economic Development administrative oversight; formulates policy, budget development, and collaboration with other City departments; communicates plans, policies and procedures to employees, the City Council, and the public; makes presentations as required
  • Assists with conducting a variety of organizational studies, investigations, and operational studies; and assists with development-related public information and media relations; responds to business and community inquiries; manages internal and external marketing research and information efforts.
  • Performs other duties as assigned.

 

Education and Experience:

  • Bachelor's degree in Business, Public Administration, Economics, or a related field
  • Five (5) years experience in municipal development or related, including two (2) years in a supervisory/managerial capacity.

Special Requirements: Possess a valid Texas Class C driver's license and obtain an IEDC Certified Economic Developer Designation within one year.
