Under general direction, manages and supervises park and facility maintenance programs, operations, and personnel. Primary responsibilities include ensuring the health and safety of the public and City employees by seeing to the timely repair and maintenance of all City-owned facilities. Position performs professional and administrative work in all phases of planning, development, construction, and operation of facilities. Establishes and implements grounds/landscape development and maintenance goals, policies and procedures.

EXAMPLES OF WORK TO BE PERFORMED:

  • Develop, plan, direct and monitor grounds maintenance activities of assigned parks, parkways, athletic fields, playgrounds, picnic grounds, rights-of-way and median areas, etc., which includes asset control, infrastructure maintenance, and implementing long range maintenance projects that enhance quality parks and facilities.
  • Identify opportunities for improving service delivery methods and procedures by performing the inspection of facilities and equipment. Based on inspections, adjust maintenance schedules and priorities as needed and evaluates the work of park personnel.
  • Prepare, coordinate, administer and monitor the division’s annual budget, standard operating procedures, work plans, performance standards and goals, and monthly/quarterly activities to ensure department/division objectives are achieved; Estimate requirements and procure appropriate tools, materials, supplies for work projects.
  • Administer employee matters including mentoring, employee empowerment and development, performance planning and personnel evaluations, employee safety and training, employment hiring, disciplinary actions and dismissals; Ability to select and train employees and assign, supervise and evaluate work assignments.
  • Manage contract administration which includes selecting and hiring vendors, monitoring work progress, managing financial systems, and ensuring compliance with bid specifications and city/state/federal regulations.
  • Communicate with and make presentations to department director, assistant director, employees, volunteers, Park Board, other departments, community organizations, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Direct and monitor preventative maintenance and daily repairs to vehicles and other grounds maintenance equipment; and prepare equipment specifications for the purchase of new equipment.
  • Develop and administer a continuing education training program that involves supervisors and maintenance staff in ongoing training to include safety, chemical safety, grounds keeping, landscaping fundamentals, tree care, equipment operation and maintenance, preventative maintenance and other related topics.
  • Participate in a variety of special projects, investigations and operational studies within the Parks and Recreation Department according to the latest industry trends and innovations; recommend modifications to park maintenance programs, policies and procedures as appropriate.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

  • Knowledge of park maintenance principles and practices and the ability to apply them effectively.
  • Knowledge of landscaping, chemical application, greenhouse operations, plant material, soil preparation and fertilization and their use.
  • Knowledge of plants, insects, diseases, herbicides, insecticides, and fungicides.
  • Knowledge of proper tree maintenance techniques, equipment maintenance and park maintenance.
  • Knowledge of irrigation system design, operation, maintenance and repair.
  • Knowledge of advanced park maintenance procedures, techniques and standards, including design and construction.
  • Knowledge of City ordinances, rules and regulations pertaining to public parks.
  • Knowledge of purchasing, contracting and inventory control principles and procedures.
  • Knowledge of project management skills and the ability to resolve complex problems and issues.
  • Knowledge of customer service standards and procedures.
  • Knowledge of budget development principles and procedures.
  • Skill in communicating both orally and in writing with persons both inside and outside the organization.
  • Skill to operate a personal computer, standard office equipment and various park maintenance related equipment.
  • Skill in budget preparation and fiscal management.
  • Skill in preparing clear and concise reports, correspondence, policies, procedures and other written materials.
  • Skill in working in a team atmosphere and participating on a variety of departmental and City-wide committees to enhance the provision of all City services.
  • Skill in analyzing and evaluating policies, procedures, services and parks in order to develop recommendations for improvement.
  • Skill in using effective verbal and written communication techniques with the public, City management, City Council, Citizen Groups and various committees.
  • Ability to supervise and train staff, including organizing, prioritizing, and scheduling work assignments at multiple parks.
  • Ability to determine chemical application needs, rates and equipment at multiple facilities.
  • Ability to diagnose plant problems and prescribe recommended solutions.
  • Ability to determine irrigation system needs, including design, installation, operation and repair.
  • Ability to determine maintenance needs and develop corresponding programs.
  • Ability to coordinate seasonal schedules, operations and personnel of multiple divisions.
  • Ability to plan, organize, monitor, and evaluate subordinate work assignments to accomplish unit objectives.
  • Ability to build and assemble project teams representing all affected stakeholders.
  • Ability to conduct technical research/benchmarking and present findings in a clear and concise manner.
  • Ability to work independently on multiple projects under minimal supervision.
  • Ability to develop alternate solutions to problems, evaluate courses of action and make decisions.
  • Ability to read and interpret architectural and engineering plans and specifications.
  • Ability to develop construction drawings for in-house construction projects.
  • Ability to recognize acceptable construction practices in a variety of trades and crafts.
  • Ability to recognize quality of products and materials to ensure compliance with project plans and specifications.
  • Ability to establish and maintain effective working relations with City officials, co-workers, agencies and the public.
  • Ability to visually inspect park maintenance operations in all types of weather.
  • Ability to perform a variety of physical skills, including but not limited to, personal computer applications.
  • Ability to operate a variety of office equipment, including but not limited to, computer, telephone, calculator, copier and fax machine.
  • Ability to operate a motorized vehicle.
  • Ability to work in indoor and outdoor environments.
  • Ability to work a flexible schedule, including evenings and weekends.

 

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • An equivalent combination of advanced education and experience may be considered.
  • Experience required in effectively managing employees and developing work systems
  • Considerable knowledge of public administration
  • Considerable experience in managing large and multi-directional budgets with an emphasis on park maintenance and operations
  • Possession of a valid Texas Operator's License, Class C

 

DESIRED TRAINING AND EXPERIENCE:

  • Bachelor’s Degree from an accredited college or university in Parks and Recreation Administration, Parks Management or a related field
  • Certified Park and Recreation Professional
  • Certified Playground Safety Inspector
  • License Irrigator preferred
  • 10-15 years of park maintenance experience; Career history of serving communities of similar size and growth expansion
